Dubai is advancing a wide 2030 Blue and Green Spaces Roadmap worth more than AED4 billion, reviewed by His Highness Sheikh Mohammed bin Rashid Al Maktoum during the World Governments Summit. The plan seeks to weave nature into essential infrastructure, expand public parks and beaches, and support Dubai’s goal of being a leading global sustainable city focused on human wellbeing.
The roadmap is designed as a city-wide framework that reshapes how residents, visitors, and tourists experience Dubai’s urban environment. By 2030, nature will function as an active part of transport, recreation, and public health systems, improving daily life while supporting long-term climate resilience and environmental stewardship across the emirate.
The 2030 Blue and Green Spaces Roadmap embeds sustainability directly into planning rules and design operations. It aims to create a balanced urban fabric that combines public facilities, parks, beaches, waterfronts, afforestation, agriculture, biodiversity protection, and advanced recycling and treatment systems, supporting a healthier city and encouraging active lifestyles in Dubai and the wider UAE region.
Dubai Municipality designed the roadmap as part of a wider strategic vision to build a coherent, people-focused urban ecosystem. Infrastructure corridors will increasingly act as green and blue links, improving quality of life while increasing the city’s adaptability and long-term growth. The model focuses on people, families, and communities, aligning daily services with environmental and social goals.
The initiative includes a portfolio of projects valued at more than AED4 billion, overseen by Dubai Municipality. These programmes are intended to reinforce Dubai’s position as a global reference point for urban sustainability, quality of life, and human-centred governance models for future cities, especially within the Middle East, while also aligning with international Sustainable Development Goals.
His Highness Sheikh Mohammed bin Rashid Al Maktoum reviewed the roadmap alongside H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE. H.H. Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, H.H. Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, H.H. Sheikh Mohammed bin Rashid bin Mohammed bin Rashid Al Maktoum, Mohammad Al Gergawi, and several ministers and senior officials were also present.
Dubai 2030 Blue and Green Spaces Roadmap targets for parks and blue networks
A key part of the roadmap is the large-scale expansion of greenery and parks across Dubai. Over five years, Dubai Municipality targets planting around 1.5 million trees, delivering more than 45 landscaping and beautification projects, and adding 120 new parks with a combined area approaching 3 million square metres in different neighbourhoods.
The roadmap also plans 200 sports and recreational spaces that connect into green networks, making walking and active transport easier. These projects align with the Public Parks and Greenery Strategy and link closely to the Dubai 2040 Urban Master Plan, which sets long-term directions for land use, mobility, and liveability across the emirate’s urban and coastal areas.

Dubai 2030 Blue and Green Spaces Roadmap focus on beaches and coastlines
Beaches and waterfronts are redefined in the roadmap as active urban assets rather than passive zones. More than 15 major coastal development projects will refresh Dubai’s shorelines and introduce three new beach destinations each year, improving access to natural spaces and supporting social, recreational, climatic, and ecological functions.
Dubai Municipality plans to raise beach facilities, services, and amenities by 400%, and boost public beach capacity by 150%. The roadmap also seeks to extend beachfront walking, jogging, and cycling tracks by 285%, under a comprehensive public beach development master plan that supports sports, tourism, and everyday recreation.

Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, stated that Dubai is constantly strengthening its role as a global city influencing standards for urban sustainability. Dubai is not restricting advanced blue and green space management ideas to local projects, but also sharing its integrated model for designing and managing future cities with international partners and forums.
He said: "Through this roadmap, Dubai Municipality is advancing a flexible, inclusive, and long-term urban model that positions beaches, parks, and public spaces as integrated infrastructure assets, making Dubai more vibrant, attractive, and liveable for all. Our goal is for Dubai to be a city built for people, growing in harmony with nature – a resilient and sustainable city that delivers the highest quality of life for current and future generations."
He added: "Dubai Municipality remains committed to enhancing quality of life across the emirate by developing a balanced urban environment founded on an integrated, human-centric approach that aligns economic development with environmental stewardship and community wellbeing."
The roadmap supports the Sustainable Development Goals and strengthens climate resilience by shaping a healthy urban environment that encourages physical activity and social interaction. Public facilities and parks are positioned as routine parts of daily life for residents, visitors, and tourists, helping advance Dubai’s vision of becoming the best city in the world to live and work while maintaining a strong focus on nature.
