Barwa Initiative Empowers Senior Citizens And People Of Determination In Dubai

H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence of the UAE, attended the launch of the 'Barwa' programme. This initiative, developed by the Dubai Land Department with the Community Development Authority, focuses on empowering senior citizens and People of Determination in Dubai to manage their real estate assets independently.

The 'Barwa' programme is a pioneering initiative in the region, aiming to enhance social stability and family cohesion through tailored property solutions. It offers a comprehensive range of digital, on-site, and advisory services designed specifically for senior citizens and People of Determination. The programme supports the goals of the Dubai Social Agenda 33 and Real Estate Sector Strategy 2033 by promoting inclusion and equal opportunities within a sustainable development framework.

The official launch took place at Dubai Land Department with a cooperation agreement signed between DLD and the Community Development Authority (CDA). Eng. Marwan Ahmed Bin Ghalita from DLD and Hessa Bint Essa Buhumaid from CDA signed the agreement. Additional agreements were made with Harbour Real Estate, On Plan Real Estate, Al Ruwad Real Estate, and SBK Real Estate to support the programme.

Eng. Marwan Ahmed Bin Ghalita stated: "This programme reflects Dubai Land Department’s vision of delivering high-quality real estate services while reaffirming our enduring commitment to supporting segments of society that hold a special place in our hearts; individuals who have played a vital role in the development and prosperity of our nation." He emphasized that Barwa is more than just a service initiative; it simplifies property management while protecting real estate rights.

Hessa Bint Essa Buhumaid highlighted: "The Barwa programme represents a model of integrated collaboration between government entities and reaffirms the Community Development Authority’s commitment to its pivotal role in empowering priority groups – particularly senior citizens and people of determination." She stressed that institutional partnerships are crucial for achieving meaningful social impact.

The programme's structure includes several pillars addressing diverse needs efficiently. The mobile services pillar uses 'Al Taresh' units for home-based transactions for senior citizens and People of Determination. Additionally, 'Al Karani' assigns personal assistants to beneficiaries for continuous support.

Digital Services and Advisory Support

The digital services pillar features 'Al Kaitoob', enabling remote property management with accessibility technologies for people with disabilities. 'Al Mersal', a real-time digital support service via call centre, assists beneficiaries promptly. Financial advisory teams offer guidance on property investment strategies through this pillar.

The awareness pillar introduces 'Real Estate Katateeb', offering workshops on property management practices. The service facilities pillar includes 'Al Barza', reception lounges at Dubai Land Department for senior citizens and People of Determination to ensure comfort during visits.

Public-Private Partnerships

The public-private collaboration is evident in ‘Al Hasela’, providing integrated services like lease management at preferential rates tailored for target groups. The government partnership pillar includes the ‘Registry of Honoured Citizens’, facilitating data exchange between DLD and CDA for personalised service delivery.

This initiative showcases Dubai's dedication to human-centred real estate innovation by merging social impact with digital transformation. The collaboration between Dubai Land Department and Community Development Authority exemplifies sustainable government-community partnerships aimed at fostering an inclusive society.
