Arab Public Administration Report 2025 Reveals Significant Technology Skills Gap Among Government Employees

The "Arab Public Administration Report 2025: Productivity in the Digital Age" has been introduced by Hala Hatamleh, Policy and Research Manager at GovCampus. Technology Skills Gap in Arab Governments Uncovered

The report reveals that 74 percent of government workers in Arab nations lack proficiency in advanced technologies like quantum computing. This field is still developing globally, making it crucial for employees to enhance their skills. Addressing this gap is essential for improving government efficiency and productivity.

A significant generational divide exists among government employees regarding technology adoption. Younger staff members are generally more open to embracing modern technologies than their older colleagues. Older employees face greater difficulties adapting, highlighting the need for age-specific training programmes.

Regarding legislation, many government workers feel unsupported by current regulatory frameworks when tackling modern security issues such as artificial intelligence. The report indicates that 41 percent of citizens are worried about increasing security threats, while 55 percent believe existing laws are inadequate to address these challenges.

Hatamleh stressed the urgency of updating regulations to align with technological progress and safeguard both citizens and government personnel. Swift legislative updates are necessary to ensure comprehensive protection against emerging threats.

Performance Evaluation and Data Management

Performance assessment within government institutions is another critical area highlighted in the report. It notes that 63 percent of Arab government employees do not undergo regular performance evaluations. Hatamleh pointed out that measuring performance is vital for enhancing public sector efficiency.
