The UAE delegation, led by Dr. Amna bint Abdullah Al Dahak, participated in the Belém Climate Summit in Brazil on behalf of President His Highness Sheikh Mohamed bin Zayed Al Nahyan. Razan Khalifa Al Mubarak, Special Envoy for Nature, also joined the team. The summit, held on 6–7 November 2025 in the Brazilian Amazon, gathered global leaders to address climate change challenges.
Dr. Al Dahak emphasised transparency as a core aspect of the UAE’s climate commitments. She stated that the UAE is working to include all six greenhouse gases in its transparency report. This effort aims to enhance the country's ability to respond effectively to climate change and strengthen its national efforts in mitigation and adaptation.
During a high-level roundtable on Energy Transition, Dr. Al Dahak highlighted the UAE's strategic focus on ensuring energy access and security for everyone. She reiterated the nation's commitment to global climate action and efforts to limit temperature rise to 1.5°C. This aligns with the UAE Consensus goal of tripling renewable energy capacity by 2030.
In her national statement, Dr. Al Dahak urged nations to enhance transparency and set more ambitious climate goals within their Nationally Determined Contributions (NDCs). She called for increased collective efforts towards global adaptation indicators, enabling transparent measurement of progress. The Minister also stressed strengthening climate finance and resources to meet objectives inclusively.
Razan Khalifa Al Mubarak announced the UAE’s endorsement of the Tropical Forests Forever Facility (TFFF) Launch Declaration during its launch led by President Lula. She underscored the UAE's role as an early endorser and member of the TFFF interim Steering Committee, highlighting its commitment to halting and reversing deforestation by 2030 under COP28 UAE Consensus.
Importance of Tropical Forests
Al Mubarak emphasised that safeguarding tropical forests is crucial for planetary health and future generations. "Safeguarding the world’s remaining tropical forests is not only essential but fundamental for the health of our planet, our climate, and for current and future generations. And without them, there is no Paris Agreement," she stated.
The Belém Climate Summit was a precursor to COP30 scheduled from 6-21 November 2025 in Belém, Brazil. It aimed at preparing world leaders, scientists, NGOs, and civil society for discussions on priority actions against climate change. COP30 will focus on limiting global temperature increase to 1.5°C and reviewing new NDCs alongside finance pledges from COP29.
Dr. Al Dahak outlined various national initiatives aimed at mitigating climate change impacts during her speech at the summit. These initiatives include clean energy projects, transforming agriculture and food sectors, and infrastructure development designed to establish a sustainable model globally across all sectors.
The summit convened by Brazil’s President Luiz Inácio Lula da Silva sought commitments from international leaders in combating climate change effectively. Dr. Al Dahak delivered a statement on behalf of the UAE on day one while participating actively throughout discussions focused on energy transition challenges worldwide.
