ADRA Issues 5,930 New Economic Licences To Empower Emirati Women Entrepreneurs
The Abu Dhabi Registration and Licensing Authority (ADRA), part of the Abu Dhabi Department of Economic Development (ADDED), has reported a significant increase in economic licences issued to Emirati women. By June 2025, the total reached 21,115, with 5,930 new licences granted within a year. This growth highlights the success of initiatives aimed at empowering UAE women to contribute to economic growth and diversification.
Emirati women have become increasingly influential in business, thanks to ADDED's efforts to create an inclusive entrepreneurship ecosystem. This aligns with the National Strategy for Empowerment of Emirati Women (2023–2031), launched by H.H. Sheikha Fatima bint Mubarak. The strategy focuses on enabling women to lead and contribute across key sectors of the national economy.

Mohamed Munif Al Mansoori, Director-General of ADRA, stated that the rise in licences for Emirati women showcases the strength and resilience of the economy. He emphasised ADRA's commitment to fostering an environment where Emirati women can innovate and play a crucial role in Abu Dhabi’s socio-economic development. "The rising number of licences issued to Emirati women reflects the strength, resilience, and vitality of our economy as well as the success of ADRA’s strategy to support inclusive entrepreneurship ecosystem," he said.
Between July 2024 and June 2025, new licences for Emirati women represented 18% of all new economic licences in Abu Dhabi. This indicates their growing leadership in shaping the business landscape. ADRA is dedicated to maintaining a transparent and supportive licensing system that encourages business growth while ensuring regulatory compliance.
Among the newly issued licences for Emirati women during this period, 46.6% were Mobdea licences. These allow businesses across over 50 activities without needing a physical office, making entrepreneurship more accessible for women. Additionally, 30% were Tajer Abu Dhabi (Abu Dhabi Trader) licences, followed by standard economic and freelance licences.
The freelance licence offers specialised professionals opportunities in over 100 activities at minimal cost. This enables them to leverage their expertise and accelerate progress towards a knowledge-based economy driven by innovation.
Sectoral Growth
Emirati women's presence is also expanding in priority sectors such as agriculture and industry. During this period, they received 39 agricultural (farm) licences and 12 industrial (Rowad) licences. This reflects their increasing involvement in these areas and supports Abu Dhabi's strategic objectives for future development.
The initiatives undertaken by ADDED are proving effective in empowering Emirati women entrepreneurs. By providing diverse licensing options and fostering an inclusive business environment, these efforts contribute significantly to economic diversification and growth in Abu Dhabi.
