ADFD Partners With Laos To Fund AED 73.5 Million Road Project Enhancing Infrastructure And Connectivity

The Abu Dhabi Fund for Development (ADFD) has entered into a financing agreement with the Government of Lao People’s Democratic Republic. This agreement, valued at AED73.5 million (US$20 million), aims to develop the Southern National Road 13. The project focuses on improving Laos' transportation infrastructure by enhancing road quality and traffic safety, thereby supporting economic growth and promoting environmental sustainability.

The virtual signing ceremony was attended by Mohammed Saif Al Suwaidi, Director-General of ADFD, and Phouvong Kittavong, Deputy Minister of Finance of Laos. Senior officials and representatives from both sides were also present. Al Suwaidi remarked, "This agreement reinforces the fund’s ongoing commitment to supporting development initiatives in emerging economies through financing strategic projects that contribute to social stability and enhance quality of life."

ADFD Funds AED 73 5 Million Road Project in Laos

Al Suwaidi highlighted that this initiative is crucial for Laos’ infrastructure sector. It represents a significant step in expanding ADFD's multilateral partnerships and fostering regional integration. Such projects aim to empower communities to overcome development challenges while pursuing long-term stability and prosperity.

Kittavong expressed gratitude for the partnership with the UAE and ADFD, emphasising the fund's role in enabling development initiatives. He noted that the Southern National Road 13 project directly benefits citizens by improving transport accessibility, efficiency, and strengthening local and regional economic integration.

The project involves constructing and upgrading approximately 50 kilometres of road. This includes expanding 20 kilometres from two to four lanes with pedestrian sidewalks and upgrading another 30 kilometres of existing roadway. Traffic safety enhancements, congestion easing measures, improved stormwater drainage, installation of two truck weigh stations, and technical capacity-building support are also part of the plan.

Al Suwaidi further emphasised that through its global partnerships, ADFD remains committed to adopting a development-driven approach. This approach prioritises sustainable financing across key sectors like transportation, energy, water, and healthcare. These efforts enhance partner countries’ capacities to implement their national development plans effectively.

Benefits for Local Communities

The new route plays a vital role in supporting Laos' agricultural sector by improving farmers’ market access and reducing transport costs. This enhances food security and increases household income. Additionally, it supports public service enhancement and provides citizens with sustainable development solutions.

The road is expected to benefit over 48,000 households annually, positively impacting more than 255,000 individuals. It aims to boost economic activity by enhancing access to essential services and markets while reducing travel time and transportation costs.

Kittavong reaffirmed Laos' strong interest in expanding collaborative partnerships with ADFD across additional economic sectors in future development phases. This reflects a commitment to furthering economic growth through strategic alliances.
