ADCMC And E& UAE Sign MoU To Advance Abu Dhabi’s Digital Infrastructure For Crisis Management
The Emergencies, Crises and Disasters Management Centre – Abu Dhabi (ADCMC) has partnered with e& UAE to enhance digital transformation in Abu Dhabi. This collaboration, formalised through a Memorandum of Understanding at GITEX Global 2025 in Dubai, aims to bolster the emirate's crisis management capabilities by developing advanced communication and technology solutions.
Dr. Abdulla Hamarain Al Dhaheri, representing ADCMC, signed the MoU alongside Omar Abdulla Al Kaf from e& UAE. This agreement is a significant step towards establishing reliable communication systems, both primary and backup, ensuring seamless connectivity in all situations. The focus is on wired and wireless technologies to maintain communication continuity.

The cooperation extends to cloud hosting solutions and setting up data and control centres to meet digital infrastructure needs. The use of Internet of Things (IoT) technologies and connected devices will be pivotal in enhancing service ecosystems and boosting operational efficiency. Cybersecurity measures and big data analysis are also key components of this agreement.
Dr. Abdulla Al Dhaheri emphasised that this partnership aligns with the Abu Dhabi Government’s vision of fostering innovation through advanced technical solutions. It aims to equip national talent with future-ready skills via training programmes and awareness sessions, enhancing the reporting ecosystem for effective emergency responses.
Abdulla Al Ahmed from e& UAE highlighted that the agreement will fortify Abu Dhabi’s crisis management system with resilient connectivity options, sovereign cloud hosting, and secure data centres. These elements ensure critical communications are available when most needed, supporting real-time decision-making through advanced 5G, IoT, and cybersecurity services.
The collaboration also focuses on analytics and training for national talent, enabling responders to share information swiftly and coordinate effectively. This strategic move supports data-driven decisions during emergencies by integrating cutting-edge technologies into crisis management practices.
Dr. Al Dhaheri noted that ADCMC is committed to enhancing partnerships with specialised entities to develop an integrated crisis management system based on innovation. This effort reinforces Abu Dhabi’s leading position in managing emergencies using advanced technologies.
