ADCMC And DoH Introduce New Business Continuity Management Standard For Healthcare Services In Abu Dhabi

The Abu Dhabi Standard for Healthcare Business Continuity was launched by the Emergencies, Crises and Disasters Management Centre - Abu Dhabi (ADCMC) and the Department of Health – Abu Dhabi (DoH). This initiative, introduced at the Annual Business Continuity and Alternative National Service Forum – Murona, aims to enhance healthcare resilience in Abu Dhabi. It provides a detailed framework to strengthen business continuity management in healthcare services across the emirate.

The standard is designed to ensure that essential healthcare services remain available at all times. It focuses on minimising disruptions and safeguarding patient safety while ensuring compliance with regulatory requirements. By fostering an integrated, patient-centric care system, it aims to maintain seamless service delivery even during emergencies.

New Business Continuity Standard for Healthcare Launched

Matar Saeed Al Nuaimi, Director-General of ADCMC, highlighted the centre’s dedication to improving emergency management systems. He stressed the importance of comprehensive standards that guarantee service continuity and patient safety under any circumstances. Al Nuaimi noted that this initiative aligns with their strategic vision to bolster Abu Dhabi’s preparedness for crises.

Al Nuaimi stated, "The health and wellbeing of the population remain a top priority for Abu Dhabi, aligning with the government’s aim to provide an exceptional quality of life for all residents and ensure the continuity of essential healthcare services. Achieving this exemplary vision necessitates strict compliance with the regulatory and legislative frameworks, as well as the effective implementation of key requirements by all stakeholders within the healthcare sector. In such a scenario, it is also essential to proactively identify and manage strategic risks at the emirate level, by understanding their potential impact on healthcare, reinforcing both social and economic stability."

The Department of Health – Abu Dhabi recently launched the Unified Medical Operations Command Centre (UMOC), a pioneering global facility operated by the Abu Dhabi Public Health Centre. This centre enhances cooperation among public and private healthcare entities, serving as a central hub for emergency management. It plays a crucial role in safeguarding public health and strengthening response capabilities.

Dr. Noura Khamis Al Ghaithi, Under-Secretary of DoH, remarked on Abu Dhabi's progress in fortifying its healthcare ecosystem's readiness. She attributed these achievements to collaboration among stakeholders and leadership support prioritising community health. Dr. Al Ghaithi said that these efforts have positioned Abu Dhabi among the world’s most innovative healthcare systems in emergency preparedness.

Comprehensive Coverage Across Healthcare Providers

The new standard applies to all healthcare providers based on their operational environments. It includes additional requirements for pre-hospital care and hospitals in general. The focus is on timely service delivery during emergencies and maintaining hospital responsiveness amidst crises that may disrupt social systems.

This initiative addresses critical incidents impacting community health by ensuring coordinated responses from healthcare providers. Such efforts are vital in mitigating adverse health outcomes across facilities and communities during emergencies.

Strategic Risk Management

Al Nuaimi emphasised that establishing a flexible business continuity management system is crucial for sustaining healthcare services during emergencies. This system empowers providers to adapt swiftly to evolving challenges and respond effectively to diverse crisis situations.

ADCMC remains committed to enhancing crisis response capabilities through research, joint drills with various sectors, and collaboration with partners for knowledge exchange in emergency management. These efforts aim to reinforce Abu Dhabi's adaptability in tackling future challenges effectively.
