Abu Dhabi Government Digital Strategy 2025-2027 Aims For Fully AI-Native Services By 2027
The Department of Government Enablement – Abu Dhabi (DGE) has revealed that the Abu Dhabi Government is scaling its use of artificial intelligence across all departments. This move aligns with their vision to transform government services for citizens. The initiative will be highlighted at GITEX Global 2025 in October, where TAMM 4.0, an advanced AI-native government platform, will be showcased.
TAMM 4.0 is set to revolutionise government interactions by offering proactive and personalised services. It leverages intelligent orchestration across entities, predictive delivery through machine learning, and contextual AI assistance. These features provide multilingual guidance tailored to individual experiences, simplifying routine approvals and compliance checks.

Abu Dhabi has implemented over 100 AI use cases in more than 40 government entities, moving from pilot projects to full-scale operations. These systems enhance effectiveness in core functions such as proactive service delivery and intelligent compliance. AI monitors life events to trigger services without applications, analyses business activities for instant guidance, and predicts service demand for optimal staff deployment.
Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement – Abu Dhabi, stated: "Our goal is to help build a government that feels as simple and intuitive as the technology that people use every day. Intelligent, responsive, and designed around human needs. TAMM 4.0 demonstrates this vision in action."
The Abu Dhabi Government is undergoing a significant workforce transformation with over 95 percent of its 30,000 employees completing comprehensive AI training. This effort equips civil servants with skills for an AI-driven future while ensuring technology serves public interests with human oversight.
The training extends beyond technical skills by embedding frameworks for ethical AI deployment. Employees are prepared to use AI tools in ways that enhance human-centred public service rather than replace it. This approach sets new standards for transparent and inclusive AI adoption across government.
Community Engagement Through AI Majalis
DGE has launched AI Majalis across Abu Dhabi to foster dialogue on practical AI applications in daily life. These forums blend cultural tradition with technological innovation, ensuring inclusivity and empowering citizens to benefit from the AI transformation.
The traditional majlis setting provides a trusted space for discussions on responsible and ethical AI use. By engaging communities in this manner, Abu Dhabi prepares its citizens for a digital future while maintaining cultural values.
Strategic Vision for Digital Transformation
The Abu Dhabi Government Digital Strategy 2025-2027 aims to establish the world's first fully AI-native government by 2027 with an AED13 billion investment. This transformation reimagines how government serves people through sovereign cloud adoption, full AI integration into services, data-driven decision-making, a unified digital framework, and robust cybersecurity.
This strategy goes beyond digitisation by creating a unified digital backbone that automates processes and enhances efficiency through partnerships with technology leaders and innovators. The foundation enables smart, integrated services that anticipate citizen needs.
Newly created Chief Data and AI Officer roles have been established across every government entity in Abu Dhabi. Each officer drives AI adoption within their entity while reinforcing public trust through systematic integration of AI into government functions.
