Abu Dhabi Establishes Global Benchmark In Statistical Innovation With Bayaan And Tbyaan Platforms

The Statistics Centre – Abu Dhabi (SCAD) has introduced Bayaan 4.0 and Tbyaan at GITEX GLOBAL 2025. These innovations are part of SCAD's efforts to create an AI-native statistical ecosystem, aligning with Abu Dhabi’s Digital Strategy for 2025–2027. This initiative supports the vision of establishing the world’s first AI-native government.

Bayaan 4.0, used by over 40 entities, offers advanced analytical and conversational features. It enhances decision-making by allowing users to interact with statistics using natural language. This tool also enables policy scenario simulations and generates insights that drive innovation within the government sector.

Abu Dhabi Advances Statistical Innovation with Bayaan and Tbyaan

With geospatial statistics integration, Bayaan 4.0 allows users to visualise data across geographical layers effortlessly. This feature aids policymakers in monitoring trends and assessing community dynamics. It also helps design initiatives tailored to each community's needs in Abu Dhabi, linking spatial data with socio-economic indicators for better urban planning.

Tbyaan complements Bayaan 4.0 by unifying statistical production across Abu Dhabi’s ecosystem. Built on the Generic Statistical Business Process Model (GSBPM), it ensures quality and consistency in statistical work while maintaining comprehensive data governance.

Adopted by 13 government entities in Abu Dhabi, Tbyaan promotes collaboration among statistical producers through standardised workflows and data validation solutions. This alignment with SCAD’s standards reinforces the credibility of official statistics, setting a global benchmark for integrated statistical governance.

Abdulla Gharib Alqemzi, Director General of SCAD, stated: "Bayaan and Tbyaan represent our commitment to Abu Dhabi’s vision of an AI-native government, a government that thinks with intelligence, acts with foresight, and decides with confidence."

Empowering Decision-Makers

Badria Abdulla Obaid, Executive Director of Foresight and Communications at SCAD, explained how Bayaan AI transforms decision-making from analytical to predictive. By enabling natural language interaction with advanced analytical models and simulation tools, it empowers decision-makers to anticipate future outcomes effectively.

Dr. Haifa Ali Alhamdani, Executive Director of Strategy and Planning at SCAD, highlighted Tbyaan's role in setting a global standard for unified statistical production by harmonising methodologies across producers in Abu Dhabi Emirate.

Workshops at GITEX 2025

SCAD hosted workshops during GITEX 2025 to showcase its efforts in advancing data literacy and societal value maximisation. The first workshop focused on SCAD’s Data for Good Initiative which promotes responsible data collaboration for societal benefit.

This workshop explored key outputs like the Producer Price Index (PPI), Industrial Production Index (IPI), and Construction Cost Index (CCI). These indicators support industrial performance monitoring and financial planning across Abu Dhabi’s economy.

The second workshop introduced the Bayaan application which improves data accessibility through intuitive dashboards providing open access to official statistics for users including researchers and businesses.

These initiatives highlight Abu Dhabi’s leadership in redefining governmental use of intelligence by turning data into a foundation for strategic foresight and evidence-based policymaking.
