Abu Dhabi Early Childhood Authority Releases Second PFL Impact Report On Family-Friendly Workplace Policies

Under the guidance of H.H. Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, the Abu Dhabi Early Childhood Authority (ECA) has released the second Parent-friendly Label (PFL) Impact Report. This initiative promotes family-friendly workplaces across the UAE, aiming to support early childhood development by enabling parents to balance work and family life effectively.

The Parent-friendly Label programme is a national framework that redefines workplaces in the UAE. It aims to make them more inclusive and supportive of families and children. This initiative is not just regulatory but also focuses on creating a humane work environment that embraces family needs.

Second PFL Impact Report Launched in Abu Dhabi

The report highlights significant improvements in employee satisfaction due to parent-friendly policies. Over 11,000 employees participated in a survey, with 77% recommending their workplace as parent-friendly. Additionally, 68% indicated that such support influenced their decision to remain in their jobs for at least two more years.

Sana bint Mohamed Suhail, Minister of Family and Director General of ECA, stated that the PFL programme aligns with the UAE’s vision of prioritising family well-being. She noted that parent-friendly workplaces enhance employee loyalty, satisfaction, and productivity by shifting from individual practices to impactful policies.

The programme significantly supports working mothers. According to survey results, 82% of mothers felt encouraged to use their maternity leave fully. Furthermore, 66% were satisfied with the maternity days offered, while 65% found returning to work smoother due to flexible arrangements and reintegration programmes.

The report also underscores the importance of fathers' roles in early child development. It emphasises workplace policies supporting fathers of young children. Survey results showed that 74% of fathers received substantial support from managers during paternity leave, promoting shared parental responsibilities.

Programme's Broader Impact

The PFL programme supports UN Sustainable Development Goals by enhancing women's workforce participation and contributing to economic growth. It aligns with Goal 5 (Gender Equality) and Goal 8 (Decent Work and Economic Growth), reinforcing its role in sustainable development.

Organisations adopting innovative policies like extended paternity leave and flexible work arrangements have transformed workplace culture. These changes improve quality of life and promote family stability by providing special leave for adoption or miscarriage and family support funds for education and healthcare.

Programme's Reach and Influence

A total of 83 organisations from various sectors applied for the Parent-friendly Label, covering areas like education, healthcare, energy, technology, media, and logistics. The third cycle benefited 163,000 employees in the UAE, including 105,000 working parents and 2,250 parents of Children of Determination—a 57% increase from previous cycles.

The report shows how organisations with parent-friendly policies attract talent and reduce turnover rates. This success aligns economic goals with social values by positioning these organisations as employers of choice.

Contribution to National Vision

The programme supports the "We the UAE 2031" vision by enhancing quality of life and encouraging active caregiving roles among fathers. It strengthens family health while reducing healthcare sector pressure. By fostering a supportive work environment, it attracts top talent regionally and globally.

The Parent-friendly Label programme offers a practical framework for modern workplaces by combining policy innovation with tools for measuring effectiveness. It includes extended leave options, flexible work arrangements, childcare benefits, benefit usage tracking, employee perceptions analysis, and internal awareness initiatives.
