Abu Dhabi Department Of Energy Unveils Comprehensive Strategic Framework For Energy And Water Sector Through 2050
The Abu Dhabi Department of Energy (DoE) has unveiled a strategic framework for the energy and water sector, extending to 2050. This announcement was made at the 2025 World Utilities Congress in Abu Dhabi, attended by key decision-makers and experts in sustainable technologies. The emirate's GDP has surpassed one trillion dirhams, highlighting its rapid economic growth, with the energy and water sector playing a crucial role.
Dr. Abdulla Humaid Al Jarwan, Chairman of the DoE, described the framework as a roadmap for transforming the sector into a global model of efficiency and sustainability. He emphasised that this aligns with leadership goals to achieve a diversified, net-zero economy by 2050. Dr. Al Jarwan stated, "This strategic framework represents a comprehensive roadmap for the future of the energy and water sector in the Emirate."

The framework is built on four main objectives: ensuring secure supply, achieving efficiency in supply and demand, supporting decarbonisation through smart means, and maximising economic value from resources. It includes programs like digital transformation and expanding artificial intelligence investments. The plan also aims to enhance international partnerships and develop national talents.
A key goal is to attract AED400 billion in foreign direct investment by 2050 while increasing local content in supply chains to 65 percent. The strategy also targets full Emiratisation of critical jobs within the sector. These efforts are expected to bolster economic growth by drawing capital and global technologies to Abu Dhabi.
The DoE is committed to leading policy development and regulatory systems for this vital sector. It aims to strengthen cooperation with both local and international entities while empowering society to contribute towards a sustainable future. The department reaffirmed its dedication to fostering innovation through these initiatives.
In closing remarks, the DoE invited global innovators to join its journey toward sustainability, highlighting that this framework serves as a platform for addressing challenges with innovative solutions.
