Sharjah Ruler Launches Abdulrahman Al Owais Cultural Foundation To Enhance Arts And Culture
His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, has issued an Emiri Decree to establish and regulate the Abdulrahman bin Mohammed Al Owais Cultural Foundation. This new institution aims to enhance arts and culture in the Emirate.
The foundation will operate as a private, non-governmental, and non-profit entity with legal status. It is financially and administratively independent and owned by Abdulrahman bin Mohammed Al Owais. The headquarters will be situated in Sharjah, with potential for additional branches within the emirate.

The foundation's mission is to foster cultural and artistic growth across the emirate. It seeks to raise community awareness about heritage values while preserving the founder's rare collections. These collections include manuscripts, artifacts, and heritage items, which will be accessible to the public to enrich cultural understanding.
To achieve its goals, the foundation will support cultural projects that align with its mission. It will also collect and document significant heritage artifacts, focusing on the founder's collection. Comprehensive records for each item will be maintained, including photographs and historical information.
A board governs the foundation, serving as its highest authority. Until this board is formed, the founder manages the institution and represents it before various entities. The board's composition, member terms, appointment procedures, and removal processes are detailed in the bylaws.
The board of trustees is tasked with establishing policies for institutional advancement. They oversee plan execution, formulate bylaws, manage operations, approve budgets, and create committees as needed. They also appoint a director and financial manager while defining their roles.
The board holds several powers according to the decree. These include setting institutional policies, developing plans for progress, overseeing implementation, approving budgets, creating committees with defined roles, appointing key personnel like directors and financial managers, and delegating powers when necessary.
The decree includes legal articles addressing financial management and other essential frameworks for operation. It outlines final provisions related to enforcement and publication to ensure smooth functioning of the foundation.
This initiative reflects a commitment to cultural preservation in Sharjah by supporting arts development while maintaining national identity through public access to valuable collections.
