Public Invited To Provide Feedback On 44 Projects Via Istitlaa Platform
The National Competitiveness Center (NCC) has introduced 44 projects on its Public Consultation Platform, Istitlaa, focusing on economic and development matters. This initiative involves collaboration with 24 government bodies, inviting feedback from the public, government entities, and private sector before project approval.
A significant project by the General Authority for Awqaf is titled ‘Standards for Identifying the Beneficial Owner of Endowments.’ It aims to boost transparency in Saudi Arabia's endowment sector. The project seeks to align with international and local standards while creating a comprehensive database for tracking beneficial ownership information.

The Ministry of Environment, Water and Agriculture has also proposed a project called ‘Updating Rules and Procedures for Committees Reviewing Environmental System Violations.’ This initiative focuses on organizing committee operations and defining member responsibilities. Public input on this proposal is currently being accepted.
The Board of Grievances is seeking opinions on ‘Draft Regulations for Enforcement Service Providers.’ This framework aims to govern enforcement service providers' roles before the board. It emphasizes efficiency, quality, transparency in administrative enforcement, and outlines provider requirements and error-handling safeguards.
Another key initiative is from the Ministry of Human Resources and Social Development. They are updating the ‘Table of Violations and Penalties for Labor Law’ to reflect changes in the new Labor Law. Feedback from the public is encouraged during this consultation period.
Investment Sector Developments
The Ministry of Investment has introduced a framework titled ‘Multinational Companies’ Regional Headquarters Licensing and Supervision Rules.’ This project aims to regulate licensing, supervision, and incentives for regional headquarters activities. Public consultation remains open for this initiative as well.
Istitlaa's platform plays a crucial role in promoting legislative transparency by presenting draft regulations and similar projects. It encourages public participation by allowing citizens, government agencies, and private sectors to provide insights on proposed business environment regulations.
