MoHRE Sets 31 December Deadline For Companies To Hire Emirati Citizens Under Emiratisation Policy
The Ministry of Human Resources and Emiratisation (MoHRE) has called on private sector firms with 20 to 49 employees to expedite the hiring of at least one Emirati this year. This initiative is part of a broader effort to expand Emiratisation, requiring these companies to employ at least one UAE national by 2025 as well.
Over 12,000 companies across 14 major economic sectors are affected by this decision. These sectors include information and communication, finance and insurance, real estate, professional activities, administrative services, education, health and social work, arts and entertainment, mining and quarrying, manufacturing, construction, trade, transportation and warehousing, and hospitality.

Companies failing to meet their 2024 targets will incur financial contributions of AED96,000 starting January 2025. If they do not achieve the 2025 targets, they will face contributions of AED108,000 from January 2026. The Ministry stressed the importance of retaining Emirati employees hired before January 1st, 2024.
These businesses must ensure all UAE citizens employed are registered in the country's pension and social security systems. Additionally, their monthly salaries should be processed through the Wage Protection System (WPS). The Ministry highlighted that these sectors are growing rapidly and can offer jobs with suitable working conditions.
MoHRE encouraged companies to utilise the Nafis programme for support. This programme provides access to a pool of qualified Emirati professionals ready for various roles. By registering on the Nafis platform to post job vacancies, companies can meet their Emiratisation goals while boosting competitiveness since their bids will be prioritised on the government procurement platform.
The Ministry also reaffirmed its commitment to assisting targeted companies through workshops. These workshops aim to raise awareness about hiring Emiratis in line with Emiratisation policies and highlight the benefits of compliance.
Preventing Fake Practices
The Ministry warned against 'Fake Emiratisation' practices that could result in severe financial penalties and administrative sanctions. Expanding the scope of targeted companies aligns with efforts for firms employing 50 or more workers. These larger companies must achieve a 2 percent annual growth in skilled jobs leading to a total increase of 10 percent by the end of 2026.
This decision reflects ongoing efforts to integrate more UAE nationals into key economic sectors. By doing so, it aims to create a balanced workforce that supports both economic growth and employment opportunities for citizens.
