Public Consultation Invites Feedback On 18 Economic Projects Via Istitlaa Platform
The National Competitiveness Center (NCC) has launched 18 projects on its Public Consultation Platform, Istitlaa. These initiatives, in collaboration with 14 government bodies, invite feedback from the public, government entities, and private sector before approval. This approach aims to enhance transparency and encourage public involvement in shaping regulations.
One of the key projects is the ‘Amending Marine Insurance Coverage Instructions,’ developed by the Insurance Authority. This project seeks to revise existing marine insurance guidelines. Feedback from the public can be submitted through the Istitlaa platform until a specified date.

The National Water Efficiency and Conservation Center (MAEE Center) is also seeking input on a new regulatory framework called ‘Guide to Water Efficiency and Conservation in Buildings.’ The consultation period for this project remains open until a designated date. This initiative aims to promote water conservation practices within building infrastructure.
The Zakat, Tax and Customs Authority (ZATCA) has introduced a project titled ‘Update on Customs Service Fees.’ This proposal includes an exemption for documents and valueless papers from service fees. Public feedback is welcomed until a specific deadline.
The Saudi Energy Efficiency Center is inviting comments on its new project, ‘Licensing Regulations for Energy Efficiency Service Providers.’ This project intends to regulate the energy efficiency services sector, ensuring quality standards among service providers. The consultation period for this initiative will conclude on a set date.
By introducing draft regulations and similar projects via Istitlaa, NCC demonstrates its commitment to transparency in legislative processes. The platform encourages public participation by allowing citizens, government agencies, and private sectors to offer insights on proposed business environment regulations.
