Premier League Financial Regulations Could Harm Quality, Warns Man City Chairman

The Premier League's financial regulations are under scrutiny, with Manchester City chairman Khaldoon Al Mubarak expressing concerns about their impact on the league's quality. On Tuesday, it was disclosed that Manchester City is taking legal action against the Premier League's Associated Party Transaction (APT) rules, which govern commercial and sponsorship deals with companies linked to club owners.

These rules, introduced in December 2021 following Newcastle United's sale to the Saudi Arabian Public Investment Fund, aim to prevent clubs from inflating commercial deals with owner-associated companies. Manchester City, in a 165-page legal document, argued that these rules are unlawful and discriminatory, seeking damages for lost revenue due to these regulations.

Financial Rules Threat to Premier League

Al Mubarak, in an interview published on Wednesday, expressed his belief that these regulations could diminish the league's standard of play. "I think the Premier League got to where it is today by being the most competitive league. So, I hope there is a bit more sensibility in regulating," he said. He emphasized the need for a balanced approach across all leagues in Europe.

He further noted that recent restrictions on swaps and loans have limited teams' flexibility. "I think the level of manoeuvrability that was in place before that allowed teams to do what they were able to do in the past is much more restricted this year and that's going to be reflected this summer," he added.

The dispute will be addressed during a two-week private arbitration hearing starting on Monday. The outcome of this legal battle could influence the result of City's hearing regarding 115 charges of allegedly breaching financial fair play rules, scheduled for November. Many of these charges involve allegations of providing inaccurate revenue information to the Premier League.

Last season, Everton and Nottingham Forest faced point deductions for not complying with Profitability and Sustainability Rules (PSR). Al Mubarak expressed frustration over the constant reference to these charges when discussing City's recent successes. "Of course, it's frustrating - having it being talked about the way it's being talked about," he said.

He acknowledged the process they must undergo and urged for judgment based on facts rather than claims and counterclaims. "I can feel for our fanbase, and everyone associated with the club, to have these charges constantly referenced. I think we as a club have to respect that there is a process that we have to go through, and we're going through it," he stated.

Al Mubarak concluded by reiterating his call for fairness and factual judgment. "It's taking longer than what anyone hoped for, but it is what it is, and I've always repeated, let's be judged by the facts, and not by claims and counterclaims," he said.
