Deloitte To Help Establish Independent Regulator For Football Amid Concerns

The recent appointment of Deloitte by the Premier League to assist in establishing an independent football regulator has sparked discussions about potential conflicts of interest. This development comes on the heels of Deloitte's role in approving the Premier League's annual financial statements. Amidst this backdrop, the scope and authority of the proposed regulator remain subjects of speculation, with concerns that it may lack the power to amend any existing or future agreements between the Premier League and the English Football League (EFL) concerning TV revenue distribution.

The EFL, alongside advocacy groups like Fair Game, is advocating for the regulator's ability to enforce measures that ensure the financial health of football. Deloitte's involvement will focus on shaping and implementing the operational framework of the regulator, excluding policy advice. Amid these developments, the EFL has been actively engaging with government officials to stress the need for an independent review to guarantee equitable financial practices.

Deloitte's New Role in Football Regulation

At the heart of these discussions is a proposed deal between the Premier League and EFL, promising an additional £900 million over six years. However, this proposal is met with skepticism due to its cost control stipulations, which would limit Championship clubs to allocating approximately 70% of their revenue towards squad expenses. Clubs facing relegation would have a slightly higher cap of 85% while receiving parachute payments, potentially skewing competitive balance in favor of these clubs.

As negotiations continue, with further meetings slated for February and March, the Premier League clubs have yet to reach a consensus on funding arrangements for the EFL and a new financial framework to supersede existing profitability and sustainability regulations. Following discussions with Culture Secretary Lucy Frazer, some EFL clubs have expressed increased reservations about the proposed agreement. The timeline for publishing the Football Governance Bill, pivotal in establishing the regulatory body, remains uncertain.
