Local Entrepreneurship: Discover How ZHO's Al Qou'a Dairy Plant Transforms Labneh Production In The UAE
The Al Qou’a Dairy Products Plant, linked to the Zayed Higher Organisation for People of Determination (ZHO), has produced 276,420 kilograms of labneh since its opening in September 2023. This facility, unique in the region, is entirely managed by People of Determination at the Al Qou’a Centre. It aligns with the state's strategy to enhance social and economic integration for People of Determination.
The plant serves as a model for empowering People of Determination by enabling their active workforce participation and offering specialised career opportunities. This initiative enhances their skills and supports the national economy, aligning with the national policy aimed at achieving full inclusion in all life aspects for People of Determination.

Currently, six individuals are employed at the plant. They have received extensive training in necessary skills for this field, fostering a supportive environment that encourages community interaction. The initiative not only empowers these individuals but also contributes to local entrepreneurship and economic growth.
Subha Al Darai, Director of the Al Qou’a Care and Rehabilitation Centre, stated: "The plant supports local entrepreneurship and strengthens the national economy by opening markets for local dairy products. It also encourages farmers and ranchers in Al Qou’a and surrounding areas to supply milk, promoting sustainable development."
Future plans include expanding production to include cheese made from camel milk, aligning with the UAE's vision for sustainable development. This expansion reflects a commitment to innovation and sustainability within the dairy industry.
The Al Qou’a Dairy Products Plant is part of the "Made in UAE" initiative. This programme aims to boost local production, support the industrial sector, and contribute to diversifying the national economy while ensuring sustainability and inclusivity across all areas.
This facility not only provides employment opportunities but also strengthens local markets by encouraging milk supply from nearby farmers. Such initiatives play a crucial role in promoting sustainable development within the region.
By integrating People of Determination into its operations, this plant exemplifies how inclusive practices can drive economic growth while supporting community engagement. The focus on sustainability ensures long-term benefits for both individuals involved and the broader community.
