They have signed a Memorandum of Understanding (MoU) to establish cybersecurity training centres throughout the UAE. This agreement was formalised during the Abu Dhabi–Tokyo Business Connect forum, recently held by the Abu Dhabi Chamber in Tokyo, Japan.
The collaboration aims to bolster cybersecurity capabilities in key sectors like government agencies, banks, and power generation. The project is set to enhance readiness and resilience against potential cyberattacks.

Shamis Ali Khalfan Al Dhaheri, Second Vice Chairman and Managing Director of the Abu Dhabi Chamber of Commerce and Industry, attended the signing ceremony. He remarked, "We congratulate both companies on this cooperation, which will add value in achieving our shared goals and fulfilling the aspirations of the Abu Dhabi Chamber to expand local business activities at the regional and global levels. It also supports its innovative partnerships that enhance the business environment in Abu Dhabi and the UAE, particularly in smart and vital sectors."
The MoU outlines plans for VLCHD to provide its advanced Cyber Arena platform for deployment by Cyber Falcon at selected sites across the UAE. This initiative is expected to significantly boost cybersecurity infrastructure by integrating cutting-edge technology with local expertise.
The two companies aim to complete the deployment and commercial launch of their first cybersecurity training facility by December 31, 2025. This milestone marks a significant step towards strengthening cybersecurity measures in the region. The collaboration reflects a commitment to enhancing national security through advanced technological solutions.
Norihiko Ishihara, CEO and President of VLC Holdings Ltd, stated, "This partnership represents a new chapter in regional cybersecurity readiness. By introducing the Cyber Arena to the UAE with Cyber Falcon, we are equipping institutions with innovative tools to strengthen their defences against evolving cyber threats."
Developing Local Expertise

He noted that this collaboration highlights the UAE's growing status as a hub for cybersecurity excellence and aligns with efforts to protect critical infrastructure while advancing national strategies.
Anwar Hussein, Managing Partner and Co-Founder of Cyber Falcon, added that integrating globally recognised technologies like the Cyber Arena platform with local talent will create a stronger digital defence ecosystem. This approach empowers future generations of skilled cybersecurity professionals.
The MoU signifies both parties' dedication to knowledge transfer and skill development within the UAE's cybersecurity sector. They will collaborate on operational plans to ensure successful deployment and commercialisation of the Cyber Arena platform by 2025's end.
