UAE Media Council Unveils Comprehensive System To Regulate And Empower Media Sector Growth
The UAE Media Council has introduced a new system to regulate and stimulate growth in the media sector. This initiative builds on the Council's journey since its establishment in February 2023, following the issuance of the Media Regulation Law and its Executive Regulation. The announcement was made at a press conference held at Creators HQ in Emirates Towers, Dubai.
Mohammed Saeed Al Shehhi, Secretary-General of the UAE Media Council, highlighted the Council's dedication to creating a modern media landscape. He stated that this new system aims to transform how the media sector is regulated and developed. It combines updated legislation with comprehensive media services and policies across various sectors to enhance efficiency and sustainable growth.

Al Shehhi emphasised that the new system focuses on content as the industry's core. "We ensured that it incorporates clear standards for responsible, balanced content that respects values and identity while promoting creativity and impact," he said. Creative individuals are seen as essential to effective media.
Maitha Al Suwaidi, CEO of Strategy and Media Policies Sector at the UAE Media Council, explained that this transformation is achieved through a comprehensive legislative roadmap. This roadmap modernises the sector's regulatory framework, creating a flexible environment aligned with global media trends.
The new system includes a resolution regulating social media advertising by individuals. This measure aims to build public trust, protect audiences, and improve online media content quality. It also supports content creators with a three-year exemption from permit fees.
Al Suwaidi noted that a comprehensive age rating system for media content is being implemented to protect children from inappropriate material. A new policy for licensing digital news platforms is also under development to establish clear professional guidelines.
Streamlined Processes and Local Content Empowerment
The adoption of resolutions on media service fees and violations represents significant steps towards a unified media services system. This user-friendly approach aligns with the UAE government's vision for integrated digital services, streamlining processes for organisations within a growth-oriented regulatory environment.
Local content empowerment is central to this system, prioritising Emirati talent within the national strategy. Fee exemptions for several services support local producers and creatives, encouraging content that reflects national identity.
Al Shehhi concluded by stating that the goal is to empower the media sector as an economic engine contributing to GDP and enhancing competitiveness. The new system unlocks potential through streamlined procedures, incentivising exemptions, and strategic partnerships locally and internationally.

Al Suwaidi stated that this legislative system marks a pivotal moment in developing a modern Emirati media landscape founded on transparency, professionalism, and quality. It provides organisations with a robust structure enhancing production capabilities and unlocking growth opportunities globally.
