UAE Recognised As An Innovative Leader In Global Humanitarian Responses By UN Official

The UAE plays a significant role in global humanitarian efforts, according to Tom Fletcher, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator. He praised the UAE's consistent support for UN initiatives aimed at aiding vulnerable populations worldwide. Fletcher, appointed in November 2024, noted that humanitarian action is deeply rooted in the UAE's culture and leadership priorities.

Fletcher highlighted the UAE's commitment to humanitarian causes, including a US$223 million contribution to the "Flash Appeal for the Occupied Palestinian Territory" initiative in Gaza. Additionally, a UAE-drafted UN Security Council resolution was adopted in December 2023, calling for immediate and safe delivery of large-scale aid to Palestinian civilians in Gaza. This demonstrates the UAE's proactive stance in addressing urgent humanitarian needs.

UAE's Role in Global Humanitarian Aid Highlighted

He also acknowledged the UAE's vital support for the Humanitarian Fund managed by the UN Office for the Coordination of Humanitarian Affairs (OCHA). This ensures that those closest to affected communities have resources to respond effectively during crises. "The UN is grateful for the UAE's engagement to deliver lifesaving assistance, both in the region and beyond," Fletcher stated.

Fletcher discussed strategies to improve global humanitarian response and expedite emergency relief aid delivery. As Under-Secretary-General for Humanitarian Affairs, he coordinates the UN humanitarian sector and chairs the Inter-Agency Standing Committee (IASC), which oversees global humanitarian efforts involving NGOs. A recent IASC meeting in Geneva led to a bold plan aimed at increasing efficiency within the sector.

"We are working to be lighter, faster and less bureaucratic – to reduce duplication and define our lifesaving work more clearly," Fletcher explained. With over 300 million people worldwide urgently needing support, delivering assistance effectively is crucial. He emphasised expanding partnerships with private sectors, World Bank, and broader public engagement as part of this strategy.

Innovation and AI in Humanitarian Efforts

Fletcher underscored innovation and AI's role in enhancing global humanitarian responses. The Centre for Humanitarian Data in The Hague is exploring predictive analytics to anticipate crises better. "In the UAE, we see that innovation and strive to learn from it," he said. Building capacity through global partnerships, including those with the UAE, is essential for fostering innovation-driven solutions.

Addressing challenges faced by humanitarian workers globally, Fletcher mentioned a polycrisis driving increased needs worldwide. Climate change poses a significant challenge; OCHA has launched a Climate Action Account under the UN Central Emergency Response Fund to finance responses to climate shocks.

The Role of Innovation

The UAE's innovative approach is evident through its establishment of bodies like the International Humanitarian and Philanthropic Council and the UAE Aid Agency. These organisations implement lifesaving support where needed most. Additionally, Dubai hosts the world's largest humanitarian logistics hub, Dubai Humanitarian City, which plays a critical role in global response efforts.

Fletcher concluded by commending these initiatives: "We want to foster partnerships across the world – including here in the UAE – that help us build capacity and community around innovation." The ongoing collaboration between the UN and UAE continues strengthening global humanitarian responses amid evolving challenges.
