UAE Achieves Global Recognition For Aviation Safety Through Strong Oversight And Advanced Technology

The UAE General Civil Aviation Authority (GCAA) has introduced a series of analytical reports titled "A Closer Look: Civil Aviation in the UAE." These reports aim to shed light on the milestones, challenges, and opportunities within the country's aviation sector. The latest report, "Building One of the World’s Safest Skies," highlights the UAE's efforts to develop one of the most advanced and reliable aviation safety systems globally.

The UAE has achieved a remarkable score of 98.86% in ICAO’s Universal Safety Oversight Audit Programme. This places it among the top performers worldwide. The GCAA attributes this success to strong oversight, investment in human capital, adoption of cutting-edge technology, and alignment with international best practices.

UAE Aviation Safety Achieves Global Recognition

The National Aviation Safety Plan for 2023–2026 is part of the State Safety Programme and aligns with ICAO’s Global Safety Plan. Its focus is on reducing operational risks, enhancing safety oversight, and fostering a robust safety culture. In 2024 alone, over 900 safety oversight activities were conducted by the GCAA. These included inspections, assessments, licensing checks, infrastructure evaluations, and airspace reviews.

An AI-powered risk-based oversight system has been introduced by the Authority. This system includes real-time risk dashboards, automated audit prioritisation, and operator self-assessment portals. It is part of the "We the UAE 2031" vision and aims to improve regulatory efficiency without increasing workforce numbers.

Additional initiatives highlighted in the report include the Voluntary Reporting System (VORSY), which encourages hazard reporting. A communicable disease control protocol (CAR-CDMP), developed with the Ministry of Health and Prevention, has also been recognised by both ICAO and WHO for its pioneering approach.

International Leadership Role

Internationally, the UAE continues to play a leadership role in aviation by hosting significant events. These include CAAF/3 – ICAO Conference on Aviation & Alternative Fuels (2023), ICAO RASG-MID meetings in 2024, ICAO Global Implementation Support Symposium in 2025, and Global Sustainable Aviation Market (GSAM) in 2025. Additionally, it hosts an annual UAE Aviation Safety Conference.

The GCAA emphasises that aviation safety is not merely a procedural requirement but forms the foundation of operations within the sector. It protects lives, ensures continuity of air travel, and builds passenger trust.
