UAE Government Introduces Federal Decree-Law To Empower Arts Sector And Support Artistic Institutions

The UAE Government has introduced a Federal Decree-Law aimed at empowering the arts sector. This law regulates non-profit art institutions and provides benefits to art industries, professionals, and artists. It aims to enhance the artistic environment, attract talent, stimulate the creative economy, and establish a unified legislative framework for arts institutions.

Under this legislation, individuals or organisations can set up private museums, art exhibitions, or creative performances temporarily with necessary permits. The law encourages public art displays and accessibility through programmes for all societal segments. Local authorities are urged to offer incentives and exemptions to support cultural initiatives.

UAE Issues Law to Support Arts Sector

Art institutions can receive endowments, grants, donations, wills, gifts, and sponsorships under specific legal conditions. They also qualify for corporate tax exemptions. Additionally, art collections enjoy temporary customs exemptions for exhibitions subject to legal requirements. These measures aim to motivate UAE artists to showcase creations reflecting the country's cultural excellence.

The new Decree-Law simplifies licensing procedures for artistic institutions in the UAE. Local authorities or the Ministry of Culture now handle these processes. The law outlines licensing controls, establishment requirements, and board of trustees' provisions for these organisations.

The law specifies types of artistic activities allowed in the UAE. These include visual and audio arts, performing arts, literature, theatrical arts, music events, academic lectures or courses, film screenings, and using new technologies for virtual platforms to expand access to art collections.

The Decree-Law strictly prohibits unlicensed artistic activities by individuals or organisations. It also bans artistic institutions from inciting hatred or sectarian conflicts through their activities.

This legislation seeks to instil values of tolerance and coexistence among community members through artistic endeavours. By fostering an inclusive environment for creativity and expression, it aims to position the UAE as a regional and global hub for the arts.
