UAE AI Office Declares Google Gemini As Leading Model In Cultural Intelligence Index
Google Gemini has achieved the top position in the "AI in the Ring" Index, a benchmark created to assess AI language models' ability to reflect Emirati culture and values. This announcement was made by the UAE’s Artificial Intelligence, Digital Economy, and Remote Work Applications Office. The evaluation involved over 400 questions and 5,200 responses from 11 major language models.
Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, highlighted the importance of national identity amid digital transformation. He stressed that emerging technologies must mirror and uphold the UAE's authentic values. Al Olama stated, "The index reinforces a core national principle: technology should grow from a nation’s roots."

The assessment aimed to measure each model's capability to reflect UAE culture while preserving its language and heritage. It compared international models on their understanding of Emirati identity across seven dimensions. These included historical context, creative writing, Emirati Arabic dialects, cultural symbols, social norms, religious topics, and ethics.
A committee of Emirati experts evaluated the outputs to determine which models best demonstrated cultural understanding. Following Google Gemini 2.5 Pro were ChatGPT (OpenAI GPT-4o), ChatGPT (OpenAI o1), Cohere, and Grok as top performers.
The evaluation used a Human–AI red-teaming framework to challenge models intentionally. This approach aimed to expose cultural gaps or misinterpretations. A custom platform monitored bias and unusual outputs while keeping model identities hidden from reviewers for impartiality.
Al Olama emphasized that technology should protect identity and deepen cultural awareness. He noted that it should shape a future where innovation aligns with the spirit and traditions of the UAE.
Importance of Culturally Grounded AI
Less than 5% of Arabic content is available digitally worldwide. Meanwhile, 48% of Generation Z relies on AI as their main information source. This reality underscores the need for training AI models on accurate UAE-relevant cultural data to preserve national heritage for future generations.
The initiative highlights the urgency of developing culturally grounded AI systems that can accurately represent Emirati culture and values in an increasingly digital world.
