SAMENA Council Leaders’ Summit 2025 In Dubai Focuses On Digital Transformation And Innovation Strategies
The SAMENA Council Leaders’ Summit 2025 was inaugurated in Dubai by Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Tolerance and Coexistence. The event, under the patronage of the Telecommunications and Digital Government Regulatory Authority (TDRA), brought together global policymakers, regulators, technology firms, and digital enablers. Sheikh Nahyan highlighted the UAE's tangible progress in digital transformation, moving beyond aspirations.
He stressed that President His Highness Sheikh Mohamed bin Zayed Al Nahyan prioritises digital innovation as a national strategy. This focus aims to foster economic diversification, societal wellbeing, and global competitiveness. "Thanks to his guidance, we have taken a proactive approach—establishing institutions to adapt to rapid technological change, including the world’s first ministry for artificial intelligence, ethical AI frameworks, and investment in technical education and skills from classrooms to boardrooms," he said.
The UAE is now acknowledged as a leader in developing the digital economy. This recognition stems from sustainable progress, policy innovation, and inclusive growth. Sheikh Nahyan pointed out how advancements in 5G networks, cloud infrastructure, and AI are reshaping various sectors. However, these developments occur amid a volatile global environment.
Recent trade policies from major economies highlight the deep interconnections between trade, technology, and geopolitics. Such measures disrupt supply chains and increase costs for emerging markets. He warned that these could hinder global digital transformation but also present opportunities for the SAMENA region to respond with agility.
Sheikh Nahyan identified AI as a transformative force reshaping healthcare, education, finance, and agriculture. It creates new business models and offers insights into human needs and behaviour. Yet, AI also raises governance challenges like ethics, privacy, cybersecurity, and workforce disruption.
Reflecting on this year’s summit theme—"Intelligent & Sustainable Transformation of Digital Economies"—he emphasised that digital success today is measured not just by adoption speed but by application wisdom. He called for strengthening inclusive innovation ecosystems and investing in human capital alongside digital infrastructure.
Technology Serving Humanity
"At the core of smart transformation lies a simple principle: technology must serve humanity, not the other way around," Sheikh Nahyan stated. He highlighted the SAMENA region’s strengths—digitally-savvy youth and visionary governments—as assets driving transformation. Investment in future skills is crucial for accelerating innovation.
He urged cross-border digital cooperation and harmonised regulatory frameworks to support startups and SMEs in generating digital value. Concluding his remarks, he reaffirmed the UAE’s commitment to leading this journey towards a smarter digital world for future generations.
The summit served as a strategic platform for exploring critical domains throughout the day. It renewed calls for accelerating transformation across technologies and communications networks with unified action across South Asia–Middle East–North Africa regions.
