RTA Unveils Comprehensive R&D And Innovation Strategy 2030 To Enhance Dubai's Transport Sector
Dubai's Roads and Transport Authority (RTA) has unveiled its Research, Development, and Innovation Strategy 2030. This initiative aims to enhance the emirate's transport ecosystem through innovative research and development. It aligns with Dubai's broader goals to establish a robust framework for R&D activities, reflecting leadership's vision of positioning Dubai as a leader in future readiness and scientific achievements.
The strategy is built on four main pillars: safety, future seamless mobility technologies, sustainability, and operational excellence. It aims to improve transport infrastructure safety, reduce accidents, and manage traffic more efficiently. By studying mobility patterns, it seeks to integrate various transport modes while promoting multimodal mobility to cut emissions and enhance operational efficiency.

Muna Al Osaimi, CEO of Strategy and Corporate Governance Sector at RTA, stated that the strategy aligns with both federal and local strategies. It aims to boost future readiness by building capabilities that excel in research and innovation. The focus is on increasing R&D investment and generating patents through strategic transformation in business models.
The strategy also supports the National Innovation Strategy by collaborating with academic institutions and the private sector, especially start-ups. This complements the UAE’s campaign to position itself as a global hub for entrepreneurship and innovation. The goal is to foster partnerships that expand investment opportunities in R&D across various sectors.
Al Osaimi highlighted that the R&D strategy results from RTA’s investment in regulatory models supporting cross-sector partnerships. These efforts have enabled collaboration with stakeholders from government, business, and academia. Currently, RTA holds 137 intellectual property registrations including trademarks, copyrights, patents, and industrial designs.
RTA aims to create a supportive regulatory environment for research by providing necessary enablers within a governance framework. This ensures strategic alignment of activities while accelerating decision-making processes. The framework also allows responsible allocation of financial resources through sustainable funding mechanisms.
RTA’s intellectual property portfolio includes 58 proof-of-concept trials conducted in 2024. These trials are part of efforts to support start-ups by expanding investment opportunities in R&D and innovation. The strategy encourages collaboration across multiple sectors within Dubai’s government and business community.
The strategy supports RTA’s vision of becoming "The World Leader in Seamless and Sustainable Mobility." By focusing on future R&D priorities, it aims to transform business models while enhancing demand for multimodal transport solutions. This approach seeks to reduce congestion while promoting integration across diverse transport modes.
In its pursuit of excellence, RTA is committed to nurturing competencies capable of shaping the future of transportation. Through this strategy, it aims to raise maturity levels in research activities while boosting projects that generate patents.
