PayPal Expands Its Presence In MENA With New Regional Hub In Dubai

PayPal has launched its first regional headquarters in the Middle East and Africa, located in Dubai. This new hub at Dubai Internet City marks a significant step in PayPal's strategy to enhance its services for customers and partners in the region. The expansion aims to facilitate access to the global digital economy for both consumers and businesses.

The establishment of this regional base will enable PayPal to offer advanced commerce capabilities, such as seamless payments and enhanced security. These features are designed to support large enterprises and small businesses in conducting cross-border sales more effectively. The move aligns with PayPal's goal of broadening access to international payment networks.

PayPal Opens New Hub in Dubai for MENA

During the Dubai AI Festival 2025, Suzan Kereere, President of Global Markets at PayPal, highlighted the company's role in connecting consumers and businesses for cross-border trade. She stated, "PayPal is uniquely positioned to bridge the gap between consumers and businesses for cross-border commerce, fostering growth in local economies. We proudly serve over 430 million customers worldwide today, and we hope to reach many more from our new regional hub for the Middle East and Africa."

Kereere also emphasised PayPal's commitment to empowering regional businesses by linking them with global consumers. She noted that as artificial intelligence transforms shopping and payment methods, PayPal is swiftly developing next-generation shopping experiences like smart wallets and agentic commerce.

Otto Williams, Senior Vice President, Regional Head and General Manager of PayPal Middle East and Africa, discussed the importance of strategic partnerships in expanding access to the global digital economy. He said, "Through strategic partnerships with banks, fintechs, telecommunications providers, and other commerce players, we can collectively expand access to the global digital economy."

Williams further mentioned that PayPal already serves major online enterprises across sectors such as aviation, tourism, digital goods, and retail in the region. With the new hub in Dubai, there is potential for even greater achievements, particularly for small and medium-sized businesses.

Empowering Local Businesses

The presence of PayPal's regional headquarters is expected to provide small and medium-sized enterprises (SMEs) with essential tools for attracting and retaining customers globally. This development comes after several significant merchant and partner agreements have been secured by PayPal in recent months.
