The expansion was formalized through an agreement between Oracle CEO Safra Catz and Ghita Mezzour, the Moroccan Minister in charge of Digital Transition and Administration Reform. Role of Oracle's R&D in Casablanca
Oracle's existing R&D center in Casablanca has been pivotal in generating significant technological advancements. "Oracle's R&D centre in Casablanca has already played a critical role in creating technical breakthroughs, enhancing cybersecurity, and delivering impactful new AI capabilities," stated Safra Catz. The expansion will leverage Morocco's rich talent pool to accelerate the development of solutions in artificial intelligence, big data, cloud computing, and cybersecurity.
Strategic Objectives and Benefits
The expansion into Morocco is part of Oracle's broader strategy to enhance its global R&D capabilities. The Casablanca center focuses on using Oracle's cloud, AI, and machine learning technologies to address complex challenges in business, science, and the public sector. Ghita Mezzour highlighted the center's role in positioning Morocco as a regional digital hub. "At this cutting-edge centre, young Moroccans will be at the forefront of designing and developing innovative solutions... These solutions will be deployed on a global scale," Mezzour elaborated.

Oracle's growth strategy also includes decentralizing employment opportunities beyond the major urban centers of Casablanca and Rabat-Salé-Kenitra. Approximately 40 percent of the new positions will be situated in other parts of the country, with new offices planned in Agadir this year and in the north in the following two years.
