NHRI Launches Legislation Lab To Discuss Federal Mental Health Law And Human Rights Implications

The National Human Rights Institution (NHRI) has introduced the "Legislation Lab," focusing on Federal Law No. 10 of 2023 concerning Mental Health. This initiative gathered experts like Dr. Salem Abdul Rahman Al Darmaki, Acting Undersecretary of the Ministry of Health, and Dr. Suad Al Marzouqi, Professor of Clinical Psychology, to discuss legislative frameworks that protect fundamental rights in the UAE.

In his opening remarks, Maqsoud Kruse stated, "The launch of the first Legislation Lab comes as part of NHRI’s efforts to carry out its core mandate, which includes presenting proposals and submitting recommendations related to legal and legislative aspects from a human rights perspective." The session was moderated by Hind Al Suwaidi, Legal Researcher at NHRI’s Legal Affairs Department.

NHRI Launches Mental Health Legislation Lab

The discussions emphasised the need to review the Mental Health Law one year after its implementation in May 2024. This review will assess its impact on human rights following its issuance in November 2023. The session aimed to evaluate human rights implications and develop recommendations regarding mental health rights.

Dr. Saeed Al Ghfeli, Secretary-General of NHRI, outlined the methodology behind the Legislation Lab. Meanwhile, Ms. Ameirah Al Seraidi from the Board of Trustees spoke about the right to mental health. Fellow Board member Ms. Fatma Al Bedwawi also shared her insights during this session.

The Legislation Lab is part of NHRI's broader initiatives to enhance public awareness and promote human rights culture by addressing significant issues. Kruse highlighted NHRI's participatory approach that values diverse perspectives for developing legislative proposals and policies aimed at strengthening human rights in the country.

This initiative encouraged inclusive legal dialogue with stakeholders and human rights specialists. It also highlighted conceptual challenges, practical applications, and personal experiences within mental health law discussions, enriching engagement at theoretical and practical levels.

Exploring Legislative Frameworks

During the session chaired by Maqsoud Kruse, various ideas were exchanged regarding Federal Law No. 10 of 2023 on Mental Health. National recommendations aligned with human rights standards were proposed to ensure comprehensive protection under this law.
