Sheikh Mohammed Bin Rashid Al Maktoum Enacts Comprehensive Public Health Law In Dubai

His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his role as the Ruler of Dubai, has enacted Law No. (5) of 2025 concerning Public Health in Dubai. This law aims to enhance public health and ensure community and environmental well-being by focusing on disease prevention, healthcare, and safety standards for food and products. It also seeks to improve the overall quality of life through sustainable initiatives.

The law mandates that individuals with communicable diseases or those suspected of having them must avoid spreading the illness. They are prohibited from travelling or moving without permission from the Dubai Health Authority, except to seek medical care. Concealing infections or spreading them, whether intentionally or not, is strictly forbidden under this law.

New Public Health Law Issued in Dubai

The law assigns specific roles to various authorities in managing communicable diseases. Local government bodies like the Dubai Health Authority and Dubai Municipality are responsible for enforcing these regulations. Other entities involved include the Dubai Environment and Climate Change Authority, Dubai Academic Health Corporation, and Dubai Corporation for Ambulance Services.

Travellers entering Dubai must comply with health protocols at entry points. They are required to provide necessary information regarding any suspected or confirmed communicable diseases. Adhering to hygiene measures such as wearing masks and maintaining physical distance is also mandatory according to approved guidelines.

The legislation outlines responsibilities related to food safety and consumer product activities. It specifies obligations for establishments dealing with food and details rules concerning built environment health, environmental health, labour accommodations, tobacco control under Dubai Municipality, pest control, and the management of health risks by the Dubai Health Authority.

This new law encourages collaboration between public and private sectors in Dubai to support relevant authorities in fulfilling their duties. Sharing data and statistics related to public health issues is essential for effective implementation of the law’s provisions.

Implementation Timeline

The law will override any previous legislation that conflicts with its terms. It will be enforced 90 days after being published in the Official Gazette. This timeline allows for adequate preparation by all stakeholders involved in ensuring compliance with the new regulations.
