Mohammed Bin Rashid Unveils Proactive Government Performance System To Enhance UAE Efficiency
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, has introduced the Proactive Government Performance System. This initiative seeks to boost government efficiency, enhance service quality, and fulfil the strategic objectives of the ‘We the UAE 2031’ vision. By employing advanced AI-driven data analytics and predictive tools, the system aims to convert these goals into measurable outcomes.
The system's design is interconnected to ensure data quality, integration, security, and transparency. This setup supports accurate decision-making and enhances government efficiency. It allows for real-time data flow, enabling immediate results measurement while significantly reducing the effort needed for data collection and review.
The system processes over 150 million data points monthly and generates more than 50,000 proactive insights annually. It saves over 250,000 hours each year and achieves a 60% improvement in government performance on average. The intelligent framework utilises AI tools to monitor and enhance performance through in-depth analyses and predictive management.
His Highness Sheikh Mohammed bin Rashid stated, "The Federal Government has launched a new performance measurement system that leverages artificial intelligence to enhance decision-making, strengthen oversight of strategic planning, and improve the ability to anticipate future challenges and opportunities."
Sheikh Mohammed further emphasised their dedication: "Our commitment to continuous improvement is unwavering. We strive for excellence and aspire for perfection, fully aware that continuous development is essential to progress." The launch was attended by key figures including His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum and other prominent officials.
The system's capabilities are remarkable; it measures 45 times more results annually compared to previous systems. It boosts entities' self-management capacity by 90%, providing leadership with valuable insights. Additionally, it supports over 250,000 users by training 200 employees in performance management and data analysis.

This initiative fosters a culture of ongoing improvement within the government by benchmarking against best practices. It promotes principles such as measuring community impact, ensuring sustainable outcomes, facilitating seamless data flow, predicting performance trends, enabling proactive management, and leveraging an AI-powered intelligent system.

The UAE's government performance system has evolved significantly since its inception as the Adaa System in 2008. It transitioned to Adaa 2.0 in 2013 and then Adaa 3.0 in 2019 before culminating in this latest iteration: the Proactive Government Performance System.
