Sheikh Mohammed Bin Rashid Recognises Winners Of The Zero Bureaucracy Award At World Governments Summit 2025

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, honoured the winners of the inaugural ‘Zero Bureaucracy Award’ at the World Governments Summit 2025. The event was attended by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai. The award reflects the leadership vision of President His Highness Sheikh Mohamed bin Zayed Al Nahyan to foster a governance model centred on community and people.

H.H. Sheikh Mohammed highlighted the significance of recognising government employees and teams for their exceptional achievements. He stated: "Today, we celebrate the most outstanding government employees and teams. As we honour their achievements and their success in delivering rapid, tangible, sustainable, and unprecedented results, we reaffirm our commitment to redoubling efforts and advancing toward a people-centred ‘Zero Bureaucracy’ government. Our approach to success and achievement is defined by the tangible impact we create in serving the community and enhancing its quality of life."

The ‘Zero Bureaucracy Award’ acknowledged excellence across seven categories: ‘Best Government Team’, ‘Impact on People’, ‘Impact on Business’, ‘Engaging People’, ‘Government Integration’, ‘Innovative Solutions’, and ‘Outstanding Initiative’. This initiative involved 30 federal entities and over 600 teams striving to eliminate bureaucratic barriers.

The Ministry of Justice excelled in the ‘Best Government Team’ category by streamlining more than 31 high-impact operations. They eliminated bureaucratic procedures, significantly reducing time and effort for clients. Meanwhile, the Ministry of Energy and Infrastructure’s ‘Manzili Bundle’ Team won in the ‘Impact on People’ category for improving housing procedures for UAE citizens.

The Federal Tax Authority secured first place in the ‘Impact on Business’ category by enhancing corporate tax registration processes. They reduced registration time while optimising operational efficiency. In the 'Engaging People' category, three teams were recognised: Ministry of Interior’s Customer Councils Team, Ministry of Finance’s Partner Councils Team, and Ministry of Health's User Experience Lab.

The award for 'Government Integration' went to teams from the Ministry of Human Resources and Emiratisation alongside the Federal Authority for Identity, Citizenship, Customs, and Port Security. Their efforts in integrating databases streamlined connectivity for individuals and businesses alike.

Innovative Solutions Driving Change

The Ministry of Foreign Affairs' Smart Mission Team received recognition in the 'Innovative Solutions' category for introducing solutions that enhanced consular processes. Emirates Health Services was awarded in the 'Outstanding Initiative' category for its exceptional work improving access to essential healthcare services.

The evaluation process for these awards was rigorous, involving a three-stage assessment to ensure fairness. It began with an independent review of initiatives aimed at eliminating bureaucracy before shortlisting qualifiers through interviews to select top finalists in each category.

Global Platform for Future Governance

The World Governments Summit acts as a global platform dedicated to shaping future governments. It hosts prestigious international awards fostering innovation across various governmental operations aspects. The summit gathers over 30 heads of state along with more than 80 international organisations.

This year’s agenda includes 21 global forums exploring major future trends with over 200 interactive sessions featuring more than 300 prominent speakers such as presidents, ministers, experts, thought leaders, decision-makers alongside over 30 ministerial meetings attended by more than 400 ministers.

The summit will also release 30 strategic reports developed with international knowledge partners aiming at enhancing governance practices worldwide through innovative approaches integrated into modern technologies within governmental frameworks.
