Mohammed Bin Rashid Presents Best Minister Award To Anxious Masuka For Agricultural Leadership At WGS 2025
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, awarded Anxious Masuka, Zimbabwe's Minister of Agriculture and Land Affairs, the Best Minister Award at the World Governments Summit 2025. The event was attended by notable figures including His Highness Sheikh Mansour bin Zayed Al Nahyan and H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.
H.H. Sheikh Mohammed highlighted that exceptional ministers are catalysts for positive change, turning decisions into enhancements for government performance. He stressed that ministers dedicated to serving people and fostering innovation are vital for shaping the future. "Exceptional ministers don't merely occupy positions; they lead transformative change," he stated.
Anxious Masuka was honoured for his transformative leadership in Zimbabwe’s agriculture sector. Under his guidance, Zimbabwe achieved wheat self-sufficiency in 2022 with a record harvest, reducing import reliance for the first time in over two decades. His vision includes boosting maize production and expanding irrigation.
Masuka's initiatives include accelerating dam construction, launching large-scale irrigation rehabilitation, and establishing an e-agriculture college for digital learning access. His transparent governance attracted investment and earned him recognition as Zimbabwe's Best Performing Minister in 2022 and 2023.
The Best Minister Award is organised by the WGS in partnership with PwC Middle East. It honours government leaders whose policies drive social and economic progress through innovation, scalability, and resilience. The award highlights projects demonstrating positive community impact through preparedness, innovation, and good governance.
The selection process involves a rigorous assessment of achievements on macro and micro levels. Countries are selected based on their ranking in global indices like Transparency International’s Corruption Perception Index and the Human Development Index. Shortlisted ministers undergo evaluation by a panel of high-level officials.
Evaluation Metrics
The judging criteria allocate 40% weight to innovation, 25% to impact and inclusivity, 20% to continuity and feasibility, and 15% to presentation quality. This comprehensive evaluation ensures that only those with significant contributions to sustainable development are recognised.
