MBRSG And UNDP Collaborate To Advance Digital Transformation And AI Governance In The Arab World
The Mohammed Bin Rashid School of Government (MBRSG) has entered into a strategic memorandum of understanding (MoU) with the United Nations Development Programme (UNDP). This partnership aims to enhance cooperation in capacity building and research on digital transformation, AI governance, and innovative public policy development in the Arab world. The agreement underscores MBRSG's pivotal role in supporting government innovation and data-driven policymaking.
This collaboration seeks to strengthen regional efforts to position itself as a leader in digital transformation and government services. By leveraging data and advanced technologies like AI, the partnership aims to improve government performance, efficiency, and service quality. The initiative also promotes digital sustainability by integrating sustainability principles into all digital processes.

The MoU was signed during the World Governments Summit 2025 by Dr. Abdallah Al Dardari, Assistant Secretary-General and Director of the UNDP Regional Bureau for Arab States, and MBRSG’s Executive President Dr. Ali bin Sebaa Al Marri. "We value this collaboration with the Mohammed Bin Rashid School of Government — a leading institution supporting government innovation, knowledge-based policymaking, and capacity building across the Arab region," said Al Dardari.
A key focus of this agreement is advancing AI governance to ensure sustainable digital transformation. It aims to build digitally advanced governments that are prepared for future challenges. Dr. Al Marri emphasized their commitment to embracing future trends that enhance development and governance in the region. He stated that they strive to equip Arab governments with the necessary talents and tools for navigating opportunities and challenges posed by AI.
The partnership also aims to foster collaborations with local and international entities, exchange best practices in digital transformation, and invest in scientific research. This aligns with MBRSG’s vision to empower government cadres across the Arab region with essential digital knowledge and skills.
Strategic Objectives
The MoU outlines several strategic objectives including capacity building, research enhancement, developing AI ethics evaluation frameworks, exploring AI's impact on sustainability, and formulating governance frameworks for ethical AI adoption. It also seeks to strengthen global cooperation on AI and digital transformation while supporting policy development related to trade, finance, technology, and sustainable economic strategies.
Under this agreement, MBRSG and UNDP will establish a joint platform for research through accredited training programmes focusing on digital and AI skills for policymakers. This initiative reflects MBRSG’s commitment to training government leaders, establishing advanced digital policies, driving sustainable economic growth, and attracting creative minds globally.
This partnership is set to play a significant role in reinforcing regional cooperation in digital governance while contributing significantly towards achieving sustainable development goals within the UAE's broader vision for progress.
