Israel's Misuse Of Humanitarian Aid As A Cover For Atrocities In Gaza, Warns UN Expert Francesca Albanese

Francesca Albanese, the UN Special Rapporteur on human rights in the occupied Palestinian territory, has strongly condemned Israel's misuse of humanitarian frameworks in Gaza. She accused Israel of using these mechanisms to hide and enable severe atrocities. Albanese stated that the global community must halt Israel's ongoing exploitation of humanitarian systems to disguise and continue its actions in Gaza.

Albanese described Israel's tactics as "brutal humanitarian camouflage," which allows it to control Gaza while denying essential aid. She highlighted that Israel pretends to offer humanitarian solutions but instead tightens its hold on the region. This approach, she said, results in dire consequences for the people living there.

UN Expert Critiques Israel's Humanitarian Aid Tactics

The Special Rapporteur expressed deep concern over Israel's strategy to obscure its actions, which include civilian displacement, repeated bombings, and severe harm to survivors. These acts are masked by humanitarian language to avoid legal responsibility. Albanese emphasised that such strategies distract from accountability and perpetuate suffering.

Albanese criticised the establishment of the Gaza Humanitarian Foundation, supported by Israel and the US, for distributing aid under military oversight. She argued that this initiative does not respect international law or core humanitarian principles like impartiality and neutrality. The foundation's operations have raised significant concerns about its true intentions.

She noted that disturbing images and videos from Gaza reveal how this mechanism functions, including Israeli forces firing on unarmed civilians. Albanese remarked that there seem to be no boundaries to Israel’s actions in this context. Such incidents highlight the urgent need for genuine humanitarian efforts free from political or military influence.

Obligations as an Occupying Power

As an occupying power, Albanese stressed that Israel is required to allow and facilitate aid delivery without political or military conditions. She insisted that access to aid should not be contingent upon such considerations. Her comments underscore the importance of adhering to international obligations in conflict zones.

Referring to limited aid entering Gaza after an 11-week siege by Israel, she described it as "nothing but a drop in the ocean." The starvation of an entire population followed by shooting civilians seeking food was termed "systematic cruelty." These actions reflect a severe disregard for human rights and humanitarian needs.

The situation in Gaza remains critical, with ongoing challenges in delivering necessary aid due to political complexities. Albanese's statements call for immediate action from the international community to address these issues effectively and ensure compliance with humanitarian standards.
