Hamdan Bin Mohammed Establishes Interim Steering Committee To Oversee Commercial Control Operations In Dubai

H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has issued a new resolution. This resolution, Executive Council Resolution No. (99) of 2024, establishes a Steering Committee to oversee the transfer of commercial control operations in Dubai. The committee is chaired by the Secretary-General of the Supreme Legislation Committee.

The committee's membership includes representatives from various departments. These include the Department of Finance, Dubai Government Human Resources Department, and Dubai Corporation for Consumer Protection and Fair Trade. Additionally, CEOs from the Regulatory Policies and Governance Sector and the Legislation and Disputes Sector at the Department of Economy and Tourism are involved.

Steering Committee Formed for Dubai's Commercial Control

The committee has several key responsibilities. It will approve timelines for transferring commercial control tasks to the Dubai Corporation for Consumer Protection and Fair Trade. It will also unify commercial control operations in local markets by identifying all types of commercial control conducted by regulatory bodies.

Another task is to review existing inspection procedures. The committee will propose amendments to these procedures and submit them to The Executive Council of Dubai. This aims to simplify and unify commercial inspection processes across different sectors.

The committee will establish coordination mechanisms between regulatory bodies and the Dubai Corporation for Consumer Protection and Fair Trade. This includes regulating information exchange among them. Consulting with experts as needed is also part of their duties to ensure effective performance.

Ensuring cooperation between government entities is crucial for the committee's success. They must integrate roles, coordinate efforts, and exchange information effectively to carry out their tasks under this resolution.

Decision-Making Authority

The Steering Committee holds decision-making authority on disputes between regulatory bodies if consensual solutions aren't reached. If necessary, unresolved issues can be referred to The Executive Council of Dubai for further action.

Monitoring progress on transferring commercial control tasks is another responsibility. The committee will issue directives to address any obstacles that may arise during implementation stages.

Cooperation from Government Entities

The resolution mandates full cooperation from all government entities in Dubai, including those in special development zones like the Dubai International Financial Centre. They must provide requested data, information, statistics, documents, and studies within specified timeframes.

The Chairman of the Steering Committee will issue necessary decisions to implement this resolution's provisions effectively. This ensures that all tasks are carried out efficiently according to applicable legislation in the emirate.

This resolution becomes effective upon its publication in the Official Gazette, marking a significant step towards streamlined commercial control operations in Dubai.
