Government Technology 5.0 Report Launched By MBRCGI To Enhance Public Sector Innovation
The Mohammed bin Rashid Centre for Government Innovation (MBRCGI) and the Telecommunications and Digital Government Regulatory Authority (TDRA) have unveiled the Government Technology 5.0 report. This report, available on MBRCGI’s Ibtekr platform, highlights 11 global examples of emerging technology in the public sector. It aligns with MBRCGI's mission to empower government bodies to anticipate future needs and prepare accordingly.
Huda Al Hashimi, Deputy Minister of Cabinet Affairs for Strategic Affairs, stated that this report demonstrates the UAE government's dedication to staying updated on technological advancements. She emphasised that it aims to enhance knowledge among government entities, enabling them to adopt innovative models based on international experiences. "This report adds to the comprehensive bank of studies hosted on the Ibtekr platform and underlines MBRCGI’s strong partnership with TDRA," she said.

The report features several innovative projects worldwide, including Metaverse Seoul in South Korea, Singapore's Project Ubin, and blockchain applications in Brazil. These initiatives showcase how technologies like AI, blockchain, autonomous vehicles, drones, and 5G networks can improve public services. Each project provides insights into how these technologies are being used effectively in different regions.
Majed Sultan Al Mesmar, Director-General of TDRA, highlighted the importance of this collaboration with MBRCGI. He noted that it supports the UAE’s vision of creating a future-ready government model based on innovation and advanced technologies. "The report reflects our commitment to enhancing the readiness of government entities by providing them with global insights into the latest technological applications," he added.
Seoul has pioneered Metaverse Seoul, becoming the first major city to offer government services in a virtual 3D environment. Users can interact with government agencies through avatars for various services. In Singapore, Project Ubin uses blockchain for efficient payments and securities transactions with central bank digital currencies (CBDCs), involving major financial institutions.
Brazil has implemented blockchain-powered online bidding platforms in Bahia and Rio Grande do Norte for secure digital procurement. These platforms have promoted integrity in government procurement and proved effective during COVID-19 as reliable digital touchpoints.
Autonomous Solutions and Renewable Energy
Singapore tested smart environmental service vehicles equipped with 5G technology for autonomous street cleaning. These vehicles use advanced sensors and cameras for eco-friendly cleaning with minimal human involvement. Japan introduced a drone traffic management system using AI and digital twin technology for safe urban drone operations supporting logistics and emergency responses.
The UK launched a 5G Connected Smart Ambulance project integrating virtual reality and 5G to allow remote diagnosis by doctors via smart tools. This system has improved emergency response times and patient outcomes significantly.
UAE Initiatives
The UAE has launched several initiatives such as the Global Blockchain Council by Dubai Future Foundation to promote blockchain adoption across sectors. The Dubai Metaverse Strategy aims to position Dubai as a global hub for emerging technologies by enhancing digital infrastructure and attracting startups.
Name Ideas is another initiative offering AI-based domain name suggestions for entrepreneurs to support their digital presence. The Ibtekr platform is dedicated to fostering innovation in government work across the Arab world by providing educational resources focused on scaling successful tools and practices.
Bulgaria piloted a real-time monitoring system using 5G technology for renewable energy generation tracking wind farm performance precisely. This solution aids flexible electricity grid operations by allowing operators instant decision-making to optimise efficiency.
The Government Technology 5.0 report exemplifies how emerging technologies can transform public services globally while reinforcing UAE's leadership in digital transformation through strategic partnerships like those between MBRCGI and TDRA.
