GGLP Participants Learn About UAE's Key Initiatives In Social Empowerment And Cybersecurity

The Global Government Leaders Program (GGLP) recently hosted several discussion sessions. UAE officials shared insights into the nation's initiatives in cybersecurity, telecommunications, social empowerment, and digital transformation with participants of the program's second edition. These sessions are part of a comprehensive agenda that includes visits to government entities and national projects, showcasing the UAE's best practices and achievements in strategic sectors.

Hessa Buhumaid, Director-General of the Community Development Authority (CDA), welcomed GGLP participants. She outlined the objectives of the Dubai Social Agenda 33, initiated by His Highness Sheikh Mohammed bin Rashid Al Maktoum. Buhumaid emphasised that family wellbeing is central to a thriving society in the UAE.

UAE Initiatives Briefed to GGLP Participants

Buhumaid highlighted CDA's dedication to supporting families through various initiatives. These include pre-marriage counselling, services for senior citizens, promoting a strong volunteering culture, and comprehensive support for People of Determination. She also discussed Dubai's proactive approach to social development using AI-powered predictive analysis to address challenges like declining birth rates.

Majed Al Mesmar, Director-General of the Telecommunications and Digital Government Regulatory Authority (TDRA), described the UAE's digital transformation journey as one marked by relentless progress and innovation. This journey is driven by His Highness Sheikh Mohammed bin Rashid Al Maktoum's vision for consistent, high-quality services nationwide.

Al Mesmar noted that this vision has led to strategic initiatives focused on providing affordable, safe online experiences for all. Emphasising high-speed internet access as essential, he stated: "The UAE's success in achieving this vision is evident in its world-leading digital infrastructure." The nation boasts the highest Fiber-to-the-Home penetration and extensive 5G coverage globally.

Dr. Mohamed Al Kuwaiti highlighted the UAE's commitment to pioneering cybersecurity strategies. He explained how these efforts have solidified its position as a global leader in cybersecurity. The Cybersecurity Council promotes cyber literacy across all segments of UAE society through national and international collaborations.

Cybersecurity Leadership

Al Kuwaiti detailed the UAE's comprehensive cybersecurity strategy built on key pillars: robust governance through clear laws; proactive defense of critical assets; and fostering a vibrant ecosystem via local and global partnerships. He said: "The UAE's "pioneering model" status...is a testament to the nation's ongoing efforts to ensure state-of-the-art, safe digital infrastructure."

Masood M. Sharif Mahmood, CEO of e& UAE, shared his career journey from computer systems engineer to a leading figure in telecommunications. Mahmood emphasised his proactive approach in identifying opportunities and addressing customer needs which led him to key roles including CEO of Yahsat.

Telecommunications Sector Evolution

Mahmood discussed Etisalat’s strategic shift into e& group due to technological advancements' pressures on telecommunications. "Recognising the pressures...Etisalat underwent a significant strategic shift," he said. This allowed focus on innovation and expansion into specialised areas ensuring sustainable growth.

The GGLP empowers government leaders from participating countries by enhancing their leadership skills through field visits introducing them to project management approaches and best practices they can apply back home. Participants come from 31 countries including Azerbaijan, Mongolia, Iraq, Bermuda among others.

The program is jointly organised by the Government Experience Exchange Office at the Ministry of Cabinet Affairs and Mohammed bin Rashid Center for Leadership Development (MBRCLD). It aims at improving government performance globally by sharing insights gained from these experiences with first- and second-tier leaders worldwide.
