GCC Summit's Kuwait Declaration Urges Action For Palestinian Sovereignty And Ending Gaza Conflict
The leaders of the Gulf Cooperation Council (GCC) have reiterated their unwavering support for the Palestinian cause. They emphasised the necessity of Palestinian sovereignty over territories occupied since June 1967 and advocated for an independent Palestinian state with East Jerusalem as its capital. This commitment was highlighted in the Kuwaiti Declaration, released at the conclusion of the 45th GCC Summit held on December 1.
During this summit, leaders praised the GCC's growing influence in tackling political and economic challenges both regionally and globally. They acknowledged their contributions to resolving issues that threaten peace, security, and stability while promoting international dialogue and fostering connections among nations.

The GCC leaders condemned Israel's military actions in Gaza, Lebanon, and the West Bank. They called for an immediate end to violence and urged international intervention to protect civilians and support peace negotiations. The leaders also expressed support for the outcomes of the extraordinary Arab-Islamic summit held in Saudi Arabia on November 11, 2024, which aimed to halt the war in Gaza and advance a two-state solution.
In Lebanon, they denounced Israeli aggression, warning of its potential to escalate into a broader regional conflict. The leaders welcomed a temporary ceasefire agreement in Lebanon and called for Israel's withdrawal from occupied areas, implementation of UN Security Council Resolution 1701, and return of displaced persons.
The GCC reaffirmed its commitment to peaceful diplomacy in resolving regional disputes, respecting state sovereignty, and adhering to international law. They commended Saudi Arabia's and Oman's efforts to revive Yemen's political process among Yemeni parties. The leaders stressed ongoing implementation of summit decisions to maximise practical benefits.
They highlighted the need to strengthen the region's role as a global business hub by promoting sustainable economic diversification, stabilising energy markets, and effectively addressing climate change. The GCC countries are committed to empowering Gulf women across various fields and enhancing youth roles.
Digital Economy Initiatives
The declaration recognised digital economy opportunities for growth and regional integration. The GCC has invested significantly in advanced digital infrastructure like fast communication technologies. These investments position it as a global digital economy hub encouraging innovation and supporting emerging technologies.
The leaders emphasised strategic investments in artificial intelligence (AI) and cybersecurity. These technologies place the GCC at the forefront of global digital transformation with applications in renewable energy, healthcare, education, transportation, and financial services.
Enhancing Digital Cooperation
GCC countries were urged to enhance cooperation by developing joint digital strategies, facilitating e-commerce, advancing digital payment systems, and strengthening cybersecurity. Establishing unified digital markets is essential for boosting regional economic integration and global competitiveness.
The leaders noted that diverse resources, skilled workforce, and advanced technologies contribute significantly to the global economy. Digital initiatives aim not only at national objectives but also drive global innovation solidifying GCC's status as a key player in the digital economy.
The ongoing development of digital infrastructure alongside building a technically skilled workforce capable of leading digital transformation was underscored. Balancing innovation with environmental sustainability remains crucial for ensuring prosperity both regionally and globally.
