FNC Calls For Immediate Legislative Action On Clean Energy Transition At IRENA Legislators Forum 2025
Dr. Ali Rashid Al Nuaimi, a member of the Federal National Council and Deputy Chair of the Inter-Parliamentary Union, highlighted the urgent need for legislative action to address rapid climate changes. Speaking at the Legislators Forum 2025 in Abu Dhabi, organised by the International Renewable Energy Agency (IRENA), he emphasised that global parliaments must respond swiftly to escalating environmental challenges.
Al Nuaimi pointed out that 2024 experienced record-high temperatures, stressing the necessity of meeting the Paris Climate Agreement's objectives. He noted that COP28's global stocktake revealed a significant gap between current commitments and what is required to achieve climate goals. The summit provided a roadmap for clean energy transition and reinforced financial frameworks as preparations for COP29 continue.

He underscored the crucial role legislators play in drafting laws that encourage renewable energy investments and foster international partnerships. Al Nuaimi urged parliamentarians to use current political momentum to advance clean energy transitions, ensuring a better future for future generations.
During a session on "Legislative Pathways for Aligning Nationally Determined Contributions (NDCs)," Meera Sultan Al Suwaidi shared insights into the UAE's renewable energy transition. She explained that this success stems from an ambitious vision, integrated strategies, and supportive legislative reforms.
The UAE aims to have clean energy make up 50 percent of its national energy mix under its Energy Strategy 2050. Al Suwaidi discussed parliament's role in promoting environmental governance through effective oversight and launching initiatives supporting clean energy projects. She highlighted the Federal National Council's active support for sustainability policies and COP28 commitments within its constitutional framework.
Al Suwaidi concluded her speech by outlining future legislation in the UAE, such as expanding green hydrogen production, launching a regional carbon trading platform, and establishing a national fund for climate innovation. She stressed that international parliamentary cooperation is essential for achieving a successful and sustainable energy transition.
Key Appointments and Future Plans
The forum appointed Meera Sultan Al Suwaidi as Rapporteur of the Legislators Forum 2025. She will present the forum's outcome document to IRENA General Assembly members on 13th January. This document will include key recommendations and outputs from parliamentary discussions on enhancing renewable energy legislation and achieving global climate goals.
