FNC Participation In IRENA Legislators And Regulators Forum 2026 Promotes Renewable Energy Policy And Collaboration
The Federal National Council highlighted the UAE’s approach to clean power at the IRENA Legislators and Regulators Forum 2026 in Abu Dhabi. Discussions focused on how laws and regulation could speed up the renewable energy transition, attract large-scale investment, and support long-term social and economic stability worldwide.
The forum, held under the theme "Rethinking the Framework: Powering the Renewable Energy Transition," brought together parliamentarians and regulators from different regions. Participants examined how to move from climate pledges to practical delivery. They also discussed how policy design could expand access to energy and protect vulnerable communities from climate impacts.

Speaking on behalf of Saqr Ghobash, Speaker of the Federal National Council, Dr. Sedra Rashid Al Mansouri stressed that the global shift in energy must be addressed within a scientific and humanitarian context. Dr. Sedra linked this approach to the growing effects of climate change on health, economies and social stability in many countries.
Dr. Sedra stated that renewable energy had moved beyond being a purely technical solution. It had become a humanitarian and development need, as reflected in international assessments warning of rising climate risks. Dr. Sedra also highlighted the role of inclusive debate in shaping policies that protect societies from these pressures.
The Federal National Council delegation included Dr. Ali Rashid Al Nuaimi, Chairman of the Defence Affairs, Interior and Foreign Affairs Committee and representative of the Inter-Parliamentary Union at the forum, alongside Dr. Sedra Rashid Al Mansouri. Their participation reflected the UAE legislature’s engagement with international energy and climate discussions.

Dr. Ali Rashid Al Nuaimi added that unequal access to energy resources contributed to tensions, while sustainable energy could support cooperation and peace-building. Dr. Al Nuaimi called for stronger parliamentary dialogue, greater partnership between institutions, and active backing for IRENA’s work, based on openness when handling common global challenges.
Dr. Sedra underlined that the Federal National Council played a key role in climate governance within the UAE. The Council reviewed policies related to climate and energy, and supported their alignment with national strategies and pledges. This work aimed to ensure that the UAE’s energy transition delivered both environmental protection and broader development gains.
