Flexible Working Hours And Remote Work Policies Reduce Morning Peak Travel Time By 30% In Dubai

Dubai is taking steps to improve traffic flow and mobility following the approval of its Traffic Flow Plan by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. The plan aims to enhance productivity and quality of life by promoting flexible working hours and remote work policies across the emirate. Both public and private sectors are encouraged to adopt these practices to alleviate traffic congestion.

Dubai’s Roads and Transport Authority (RTA) and the Dubai Government Human Resources (DGHR) Department conducted two surveys on remote working and flexible hours. The first survey involved 644 companies with over 320,000 employees, while the second surveyed 12,000 private sector employees. Results show that 32% of private companies currently implement remote work policies, with 58% ready to expand them.

Dubai Reduces Traffic with Flexible Work Policies

The study found that implementing flexible working hours, with a two-hour start window, and remote work – allowing four to five remote workdays per month for employees in both public and private sectors – can reduce morning peak travel time across Dubai by 30 percent. For example, if 20 percent of employees work remotely, traffic on Sheikh Zayed Road could decrease by 9.8 percent and on Al Khail Road by 8.4 percent.

Mattar Al Tayer, Commissioner General for Infrastructure, Urban Planning, and Well-Being Pillar, held a meeting with Abdulla Ali bin Zayed Al Falasi from DGHR. They reviewed the study results aimed at encouraging flexible work policies in the private sector. This initiative supports Dubai's vision to become the world's best city to live in by enhancing well-being and reducing traffic density.

Al Tayer highlighted that transport policies are crucial for Dubai’s integrated roads and transport planning aligned with global best practices. He stated, "RTA relies on a comprehensive approach to address mobility demands from Dubai’s urban growth." This strategy includes developing road networks, enhancing public transport routes, implementing policies to manage traffic demand, advancing control systems, and ensuring integration at all levels.

Remote work and flexible hours are part of traffic demand management policies aimed at achieving balance in the transport system by reducing or redistributing demand across time and place while promoting sustainable options. These policies also include expanding truck movement restrictions, increasing dedicated lanes for buses and taxis, and providing first-mile options to encourage public transport use instead of private vehicles.

Advancements in Remote Work Systems

Abdulla Ali bin Zayed Al Falasi stated that DGHR is committed to advancing remote work systems with tools ensuring employee happiness. This aligns with Dubai’s vision of becoming the world’s best city for work and life through leadership prioritising holistic human development.

The survey results highlight Dubai’s innovative model as a leading hub for talent by adopting flexible work systems. Since its adoption within Dubai Government in 2020, remote work has become integral in most government entities. Statistics reveal that 80% offer employees the option to work remotely two days a week.

Employee Productivity Insights

The survey shows that 87% of government employees feel flexible hours align with their needs; 89.4% agree these hours enhance productivity. Additionally, 80.4% believe their productivity while working remotely matches office levels; 90% report no issues with communication or connectivity.

Al Falasi praised government entities implementing remote work policies noting some companies allow several days per year for remote work choice. Some bodies provide flexibility starting between 06:30-08:30 am enabling smoother commutes during peak hours.

The adoption of remote work and flexible hours in both government and private sectors plays a key role in creating a supportive environment that promotes employee comfort and security. This enhances quality of life which contributes positively to community well-being overall.
