FANR Engages In International Conference On Nuclear Emergency Preparedness And Response In Riyadh

The Federal Authority for Nuclear Regulation (FANR) participated in the International Conference on Nuclear and Radiological Emergencies. This event took place from 1st to 4th December 2025 in Riyadh, Saudi Arabia, under the theme "Building the Future in an Evolving World." The conference brought together senior officials, regulators, and technical experts to discuss global advancements in emergency preparedness and response to nuclear and radiological incidents.

FANR's involvement underscores the UAE's dedication to enhancing emergency readiness and fostering international collaboration. FANR’s Director-General, Christer Viktorsson, contributed to a high-level session focusing on exercises that reinforce emergency preparedness. These discussions emphasized the importance of coordinated drills and large-scale simulations for improving national capabilities, testing response arrangements, and supporting effective decision-making during emergencies.

FANR at Nuclear Emergency Preparedness Conference

FANR chaired several high-level sessions at the conference, concentrating on key aspects of nuclear and radiological emergency preparedness. Topics included strengthening public health systems, improving first responders' operational readiness, and advancing recovery strategies. These discussions highlighted integrated health-sector mechanisms, modern response tools, effective recovery planning, and transitioning back to normal conditions while maintaining public confidence.

The UAE's commitment to protecting the public and environment is evident through its comprehensive emergency framework. This framework is regularly tested through various means, including full-scale multi-agency exercises. In 2025 alone, approximately 15 national and international drills were conducted to enhance coordination with national partners and improve response capabilities for different emergency scenarios.

FANR's engagement in international multi-agency exercises like IAEA ConvEx-3 further strengthens its ability to respond effectively. As the UAE's independent nuclear regulator, FANR plays a crucial role in developing the national Emergency Preparedness and Response System alongside national entities and international partners.

The state-of-the-art Emergency Operations Centre (EOC) operated by FANR supports decision-making during emergencies. It provides technical assessment and real-time coordination for nuclear and radiological incidents. Additionally, it serves as the UAE’s National Warning Focal Point under relevant international conventions.
