Empower Signs Contract To Design New District Cooling Plant In Dubai Science Park With Advanced Technologies

Emirates Central Cooling Systems Corporation (Empower), the leading provider of district cooling services globally, has announced plans to design a new cooling plant at Dubai Science Park. This facility will have a production capacity of 47,000 Refrigeration Tons (RT) and will cater to nearly 80 mixed-use buildings in the area. The initiative aligns with Empower's strategy to expand energy-efficient cooling services in Dubai.

The construction of this new plant is set to commence by the end of the first quarter of 2026. Dubai Science Park, known as the Middle East’s first free zone dedicated to science, hosts numerous companies and over 3,000 specialised professionals. It serves as a hub for entrepreneurs, SMEs, and multinational corporations involved in scientific research.

Empower has committed to incorporating advanced technologies into the Dubai Science Park plant. These include thermal energy storage systems that ease peak load on the power grid and treated sewage effluent technology that conserves freshwater resources. The plant will also utilise artificial intelligence for enhanced efficiency and sustainability.

Ahmad Bin Shafar, CEO of Empower, stated, "Empower is advancing its ambitious expansion plans by building new plants equipped with the latest technologies, under a strategic framework that places sustainability at the core of its operations and emphasises innovation and continuous development. This approach is guided by the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, aimed at reducing electricity and water consumption and positioning Dubai as a global hub for the green economy and the city with the lowest carbon footprint in the world by 2050."

The upcoming district cooling plant at Dubai Science Park highlights Empower’s dedication to providing top-tier sustainable cooling solutions in key areas of Dubai. With a planned capacity of 47,000 RT upon completion, it aims to deliver reliable and eco-friendly services to residential, commercial, and research facilities within the park.

Empower currently operates 88 district cooling plants across Dubai. The addition of this new facility marks a significant enhancement in their capacity. It underscores their role in supporting Dubai’s environmental goals while reinforcing their status as the largest district cooling service provider worldwide.

Empower holds over 80% market share in Dubai's district cooling sector. They are focused on modernising facilities and expanding infrastructure to meet growing demand from individuals, institutions, and businesses. The company remains committed to sustainability through continuous innovation.

The new plant will be built using Empower's award-winning technologies designed for maximum efficiency. These innovations are part of Empower's broader strategy to reduce electricity consumption and support Dubai's vision for a low-carbon future by 2050.
