Empower Commences Operations Of Deira Waterfront District Cooling Plant To Enhance Sustainability In Dubai
Emirates Central Cooling Systems Corporation PJSC (Empower), the leading provider of district cooling services globally, has started operations at its Deira Waterfront cooling plant. This facility boasts a cooling capacity of 39,000 refrigeration tons (RT) and will serve over 46 buildings in the Deira Waterfront area. Empower highlighted that the plant aligns with international standards and sustainable building principles, reflecting Dubai's modern urban growth.
The engineering design of the plant complements the architectural identity of its surroundings. This initiative is part of Empower's strategy to expand its reach in key Dubai locations, driven by ongoing urban and economic development in the emirate. The company aims to diversify its project portfolio across various sectors while maintaining over 80% market share in Dubai's district cooling sector.

The Deira Waterfront project is a significant development in Dubai, showcasing a blend of tradition and modernity with world-class residential, commercial, and tourism facilities. In 2018, Empower entered into an agreement with Ithra Dubai to provide sustainable district cooling for the Deira Waterfront project. Within eight months, Empower began delivering cooling services through a semi-permanent facility. A new permanent plant was later commissioned in 2024 to meet growing demands for sustainable cooling as part of urban expansion efforts.
The newly operational plant enhances Empower’s network and supports Dubai’s goals for energy efficiency and carbon reduction. This aligns with Sustainable Development Goals (SDGs) and Dubai's vision for achieving net-zero emissions by 2050.

He noted that this new facility serves one of Deira's most prominent projects, highlighting Empower's role in balanced regional development by meeting demands for reliable world-class cooling services.
