Emiri Decree By Sharjah Ruler Establishes New Energy Council For Sustainable Development

H.H. Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, has issued an Emiri Decree to establish the Energy Council in Sharjah. This council will have legal status and full capacity to perform necessary legal actions. It will also enjoy financial and administrative independence. The main office will be located in Sharjah city, with potential branches elsewhere in the emirate.

The Energy Council's primary objectives include strategic planning for energy and water futures, supporting economic growth by diversifying energy sources, and promoting sustainable energy use. It also aims to ensure a secure energy supply across the emirate while regulating the rights and duties of energy service providers.

The council's work encompasses various areas such as exploration, production, import, export, storage, transport, and distribution of natural gas and liquefied petroleum gas. It also covers electricity generation from renewable sources, central cooling systems, and water distribution for public consumption.

Additionally, the council supports initiatives like solar-powered agriculture and tourism projects. It aims to attract investments by facilitating energy and water provision while supporting research in renewable energy and green hydrogen.

An Emiri decree will outline the council's formation and membership terms. A chairperson will lead it with members appointed by another Emiri decree. The council has administrative powers to manage its affairs effectively.

The council is responsible for adopting general policies and strategic plans to achieve its goals. It supervises workflow according to legislation, forms committees, approves budgets, and submits them for approval.

Role of the General Secretariat

A General Secretariat led by a Secretary-General will coordinate tasks to ensure objectives are met. The Secretary-General implements decisions, oversees departments' activities, manages databases, and prepares reports on progress.

The Secretary-General also represents the council in signing contracts and agreements while managing employee performance evaluations. They prepare budgets for submission to the head of the council.

Legal Provisions

The decree includes provisions related to financial resources, annual reports, organisational structure exemptions from fees, internal decisions enforcement mechanisms among others.

The Energy Council is tasked with proposing legislation updates related to the energy sector while developing comprehensive strategic plans aligned with Sharjah's vision. It submits proposals for financing projects within this sector too.

By collecting data from service providers or reviewing international contracts related to services offered here locally; it ensures standards are maintained across all operations conducted under its jurisdictional purview.

This initiative reflects Sharjah’s commitment towards sustainable development through efficient resource management practices aimed at enhancing cooperation between relevant authorities involved within this domain regionally or internationally alike!
