Global Experts Stress On Economic Resilience, Communication At IGCF 2024

The 13th International Government Communication Forum (IGCF 2024) began on Wednesday at the Expo Centre Sharjah. Themed "Agile Governments... Innovative Communication," it featured a notable panel discussion titled "From the Core of a Resilient Economy to Communication Arts." This session focused on economic resilience, a concept that has become crucial as governments aim to enhance their economies' ability to withstand, adapt to, and recover from various challenges.

The discussion highlighted how media and communication practices are being used as powerful tools to support economic pliability and sustainable growth. Ambassador Marco A. Suazo, Head of the United Nations Institute for Training and Research (UNITAR) New York office, stressed the importance of communication in government functions. "Communication is a very important aspect regarding a well-functioning nation. Government is essentially a service provider for its people, it needs to interact with all segments of society."

Economic Resilience Key in Crises

Suazo also elaborated on the role of the United Nations in fostering communication and unity among nations. He stated, "The United Nations is often seen as a third party, but ultimately we are a united organisation that should in practice act in a way that is beneficial for all nations. Communication again is essential in this process; we cannot be united without communication."

Mohammed Al Musharrakh, Executive Director of the Sharjah FDI Office (Invest in Sharjah), provided insights into the intersection of communication and technology. He remarked, "We believe that our role in promoting investment in Sharjah works hand-in-hand with effective communication. With the advent of new technology, I believe that reaching larger categories of investors is easier than ever." Al Musharrakh emphasised lessons learned from the pandemic, noting the importance of economic resilience and effective messaging.

Al Musharrakh also discussed new policies aimed at increasing investor confidence. These include allowing foreign companies to own 100% of their businesses within free zones and introducing the Golden Visa. He added, "Success stories are one of the best forms of promotion and most convincing forms of communication."

Communication During Crises

Dr. David Lallemant, Associate Professor at Nanyang Technological University (NTU), spoke about communication's critical role during crises. He cited Haiti's earthquake reconstruction efforts as an example where truthful communication was vital. "If the public loses trust with its government, it can open up vulnerabilities that can be exploited," he warned.

Lallemant defined resilience as "the ability of systems to recover from shock," achievable by reducing event impacts or ensuring faster recovery. He explained that crises highlight vulnerabilities which can present opportunities for adaptation and progress.

Organised by the Sharjah Government Media Bureau (SGMB), IGCF continues to build its global reputation by bringing together senior officials, industry leaders, decision-makers, researchers, and communication experts worldwide to explore future government communication strategies.

Ambassador Suazo further emphasised that efficient and honest communication leads to public trust and social cohesion. "If people trust their governments," he said, "communication can be issued and acted on in a timely manner." This highlights how essential transparent communication is for effective governance.

The forum's partnership with Sharjah Chamber of Commerce and Industry (SCCI) underscores its commitment to fostering dialogue on critical issues like economic resilience through innovative communication strategies.

The IGCF 2024 serves as a platform for diverse perspectives on enhancing government communication practices globally. By focusing on agility and innovation in governance, it aims to equip governments with tools to better serve their populations amidst evolving challenges.

The event's discussions underscore how strategic communication can bolster economic resilience by fostering trust between governments and citizens while leveraging technology for broader reach.
