Dubai Supreme Council Of Energy Reviews Regulations For Petroleum Products And District Cooling Services
The 85th meeting of the Dubai Supreme Council of Energy (DSCE) was chaired by H.H. Sheikh Ahmed bin Saeed Al Maktoum. The virtual meeting included key figures such as Saeed Mohammed Al Tayer, Vice Chairman of the Council, and Ahmed Buti Al Muhairbi, Secretary-General. Other attendees were Dawood Al Hajri from Dubai Municipality, Abdulla bin Kalban of Emirates Global Aluminium, Saif Humaid Al Falasi from ENOC, Juan-Pablo Freile of Dubai Petroleum, and Muna Alosaimi from the RTA.
During this session, the Council examined various issues including the current state of petroleum product trading and district cooling services regulation. The Executive Council Resolution on Regulating Petroleum Products Trading was highlighted. This resolution aligns with existing policies that have improved safety practices and risk management while encouraging distributors to meet the conditions set by the Supreme Council of Energy.

Saeed Mohammed Al Tayer emphasised Dubai's commitment to becoming a carbon-neutral economy by 2050. He stated, "In line with the vision and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum...we reviewed Executive Council Resolution No (16) of 2019." This resolution activated a governance system for regulating petroleum derivatives, enhancing Dubai’s leadership in sustainable growth and green economy.
The meeting also addressed district cooling services in Dubai, overseen by the Regulatory and Supervisory Bureau for Electricity and Water (RSB). These services are known for their efficiency and lower carbon emissions compared to traditional systems. The discussions included executive procedures for regulating these services and managing relationships between providers and customers.
Ahmed Buti Al Muhairbi highlighted that specific action plans have been developed to regulate petroleum product trading. These plans position Dubai as a leader in identifying responsible parties and forming inspection teams. Extensive coordination with the Ministry of Energy and Infrastructure and national oil companies has facilitated an exchange of best practices in local market management.
This collaboration is crucial for achieving integration in energy management. It provides a comprehensive vision for clean energy development, strengthening Dubai's global standing in addressing climate change challenges. Such efforts ensure sustainable natural resources for future generations.
The meeting underscored significant advancements in safety standards and quality measures within the petroleum sector. By fostering cooperation among national entities, Dubai aims to maintain its leadership role in sustainable energy solutions while promoting environmental responsibility.
