Dubai Achieves 4th Place In IMD Smart City Index 2025, Leading The GCC And Arab World

Dubai has climbed to the 4th position globally in the IMD Smart City Index 2025, marking a significant achievement in its digital transformation journey. This advancement highlights Dubai's leadership in smart city development and urban innovation, positioning it as the highest-ranked city in the GCC, the Arab world, and Asia.

The IMD Smart City Index evaluates cities on how well they use digital technologies to improve residents' quality of life. Now in its sixth year, it assesses cities across key areas like health, mobility, governance, and opportunities. The results are based on direct surveys from residents who share their perceptions of their city.

Dubai's progress is evident across 16 out of 20 technology indicators and all four pillars of technology governance. This underscores its commitment to continuous innovation and excellence in smart city initiatives. The city's strong performance includes an 84.5% satisfaction score for booking medical appointments online and an 86.5% confidence in internet speed meeting communication needs.

Mattar Al Tayer, Director General of Dubai’s Roads and Transport Authority (RTA), stated that Dubai's fourth-place ranking is a testament to the collective efforts of government entities and private sector partners. "This milestone reflects Dubai’s strategic commitment to harnessing cutting-edge technologies to deliver high-quality services," he said.

The RTA has played a crucial role by advancing digital infrastructure and delivering smart services that meet residents' evolving needs. Al Tayer noted that integrating artificial intelligence and big data into traffic management has improved traffic flow by up to 25%. The RTA also supports the government's smart transformation efforts through initiatives like vehicle-sharing applications with a 67.9% utilisation rate.

Al Tayer highlighted that RTA's Digital Strategy 2023–2030 includes 82 projects with AED1.6 billion investment. This strategy aims for global leadership in digital transformation through optimal data use, fintech-driven mobility, and developing AI use cases.

Commitment to Innovation and Security

Lieutenant General Abdullah Khalifa Al Marri of Dubai Police emphasised that Dubai's rise in the index reflects its rapid strides in adopting global best practices in AI and smart technologies. "This international recognition strengthens confidence in Dubai’s digital framework," he said.

Hessa bint Essa Buhumaid from the Community Development Authority noted that this achievement aligns with Dubai’s social agenda prioritising individual well-being. She added that leveraging advanced technologies empowers individuals and ensures inclusive access to services for all society members.

Cultural Impact and Future Vision

Hala Badri from Dubai Culture highlighted how digital infrastructure supports sustainable development goals, improving Dubai's ranking in the index. "We aim to create the world’s most efficient, integrated, and secure city," she said.

This achievement marks a key milestone for the Dubai Digital Strategy aimed at digitising all aspects of life. Driven by advanced technologies like AI, it focuses on customer-centricity placing people at the core of digital transformation.

The IMD Smart City Index relies on comprehensive resident surveys reflecting how effectively digital solutions enhance daily lives. This resident-first approach aligns with Dubai’s vision of becoming the best city globally for living and working where technology bridges well-being, opportunity, and sustainable growth for all.
